It is but natural for the more *r< dent admirers of former Governor Blease to find fault with the Manning administration. That was* expected when Governor Manning was elected and their statements that he has done nothing ' during his incumbency should be taken with considerably more than the proverbial grain of aalt. True he hasn’t pardoned and pa roled 1,500 to 2,000 convicts. In fact, executive clemency has been extend ed in only about 45 cases, out of a total of %ome 400 petitions presented. On the other hand, blind tigers have ceased to flourish as the green bay- tree are used to' build good roads by placing them on the chain gang. Governor Manning hasn’t boasted of "standing by his friends” to the ex clusion of all other^, but he has suc ceeded in saving the taxpayers of the State $24,000 annually in interest a- lone, to say nothing of placing Sl,- 500,000 on the tax books that hereto fore escaped taxation. He hasn’t yelled, ’*To h with the Constitu tion," but on the other hand, he has created s wholesome respect for the laws of South Carolina and an in* created demand for their enforcement. And while we are on this subject, let’s review briefly a few of the re sults of the Manning administration. A respect for-and the enforcement of the laws of South Carolina Load option compulsory education. Reorganisation of the State Hos pital for the Insane Equalisation of taxation through the State Tax Commission. Improvement of the common school system, with especial reference to the rural and mill schools. Separation of races in cotton mills. A primary election law which gives to every white man the right and op portunity to vote orys at every pri mary election. * Establishment of the State Board of chanties and Corrections for the betterment of conditions surrounding the inmates of all institutions of a penal and charitable nature. A law nuking the wages of a dis charged laborer due immediately upon his discharge. A law to prevent the purchase and discount of trade checks for laborers' wages. Provision for the organisation of co-operative credit unions. requiring sources of nitrogen and ammonia tn commercial fertilis ers to b4^>lainly marked on sacks barrels. _ . Raising the child labor age limit to 14 years. . \ ’ Refunding of the State debt of$4.- 800,000 and reducing the* interest rate on these bonds from 4b* to 4 per cent, thus saving to the taxpayers the suhi of $24,000 per year in interest alone, besides placing about $1,500,000 op the tax books that heretofore escaped taxation.
