On the occasion of a government
reception to visiting French senators
and deputies at Lancaster House In
London Monday night, Premier As
quith took the opportunity to reply
to the speech recently delivered in
the reichstag by the Imperial Ger
man chancellor, Dr. von Bethmann-
Hollweg.
The premier, in proposing the
toast, “Our Guests," referred to Dr.
von Bethmann-Hollweg’s reference to
the readiness on the part of Germany
to negotiate peace, and said:
“The German chancellor wants
us to assume the attitude of a de
feated to a victorious adversary.
But we are not defeated. We are
not going to be defeated."
Rslterating that the Allies were
prepared for peace only on the terms
of his declaration of November, 1914,
Mr Asquith proceeded:

decided and a formal communica
tion, setting forth with a wealth of
detail what the^United States regards
as improper action by German U-
boat officers, is now being drafted.
Tlie United States will not accept
the German claim that the Sussex
was not torpedoed. The report of
the submarine commander Insisting
that he attacked a mine layer at tlm
time and place where the Sussex wap
attacked is held by th ; president and
his advisers to complete a circum
stantial case against Germany.
The submarine commander says
that the vessel he attacked was
struck well forward and smashed
back,as far as the bridge. All of tho
evidence at hand shows this is just
what happened to the Sussex. The
attention of Germany will be direct
ed to this fact, and at the carao time
it will be set forth that American
lives w4re endangered ruthlessly and
without warrant.
It was made plain at the White
House that the propGSed communi
