There are increasing si^ns that the
high-tide of Germany’s military suc
cesses has been reached and is now on
the,-ebb. There are many well posted
men who regard the battle of Verdun
as the deciding contest of the Great
War and that never again will the
forces of the Kaiser be able to put up
the magnificent fight that has been
characteristic of them since the forts
at Liege crumbled before their migh
ty guns.
Only a few months ago the German
war machine held back the Allies on
the western front, hurled the Russian
hordes bark on their own territory^
and lent a helping hand to the ‘Aus
trians against Italy. But even Ger
many’s magnificent war machine has
been unequal to the.task of capturing
the strong fortress of Verdun, Itefore
which she has lost tens of thousands
of men, while the Slavs have l»een sys
tematically beating the Turks and car
rying on a Vigorous offensive against
the Germans on the eastern front.
There have boon several jware ru
mors of late and where there is so
much smoke there is ttound to be fire.
The People is of the opinion that the
end of the World War is in sight.
» • The publisher of The People has re
ceived several notice* of late in re
gard to the steady advance in the
price of paper and other materials
that figure largely in the printing and
publishing industries, and the intima
tion of a probable paper famine, ow
ing to th< difficulty experienced in
obtaining raw materials. The Inal
notice, under date of March II, reads
as follows:
“Owing to the continued advances by
manufacturers, we are forced to ad
vance our prices S3 l -d per rent, over
list price on our entire line, with the
usual extra per rentage for colors.

Naturally, it la necessary for the

root, and if our friends wish to save

point against Governor Manning for
driving capital from the State. It
has reference to the departure of the
insurance companies. W> really do
not think it is altogether fair. If
the insurance companies are not
Willing to obey the law that the leg
islature makes for thhem, it is better
for them to g»r and it is better for
the State. What is the use in own
ing property if you have to rent it
from the insurance companies?"
One of these days we are going to
get real peeved with some of our clear
delinquent subscrrliers and instead of
"reading their titles clear to mansions
in the sky,” in a flowery obituary, we
are going to tell in plain, unvarnished
terms just the kind of moan old eocL

Manning doesn't spend so much time
signing pardons and naturally has
more leisure for other things.

Tribune. We don’t understand yet,
however, why Villa should have acted
as he did on that account.

The British and Germans have been
lighting fiercely in the region of St.
Kloi, just south of Ypreii and the
British through tin- explosions of a big
mine and by infantry charges have
raptured or destroyed a considerable
portion of the tierman trenches.
The British infantry stormed and
took first and second line trenches
along a front of GOO yards, I^mdon
• •(finally announces, and Berlin admits
that Orman trenches in this region
were blown up, to an extent of 100
yards, ami that, "casualties were
rsuasd sm»ng the company occupying
the positions.”
The bombardment has become in
tense to the northwest and northeast
of Verdun, and considerable activity
by the big guns also has been shown
in the Woevre region, southeast of the
fortress. The time seemingly is n«*
npe, however, for sn infantry attack
and the men of both sides have lain
idle m their trenches.
The fiermans, after a period of com
parative quiet, have again begun shell
ing Bethinrourt, Le Mort Homme and
Cumenes, west of the Meuse, and are
keeping up with increasing volume
their bombardment of the French po
sitions in the region of Vaux and Dou-
aumont, which have been stumbling
Mocks for several weeks in their at
tempts to gain ground northeast of
Verdun.
French shells are falling on the
German positions in the Argonne and
northeast of St. Mihtel salient.
The Germans are obstinately resist
ing the Russian attacks between
Dvmsk ami Vilna. but the Russians
have captured two lines of their
trenches northwest of Postavy. Twen
ty bombs have Iwen dropped by Ger
man airmen on the town of Dvinsk.
In the Black sea littoral the Rus
sians are making progress against
the Turks.
In the operations between'the Ital
ians and Austrians in the Goritzia re
gion the Austrians have captured an
Italian position on Podgora heights.
Washington is waiting with, some
anxiety the investigation into the ex
plosion that damaged the cross chan
nel steamer Sussex and the sinking
of the British steamer Englishman.
The possibility of the breaking off
of diplomatic relations with Germany
is being discussed in the event the
steamers are shown to have been tor
pedoed by a German submarine. Pres
ident Wilson, however, will communi
cate the situation to eonirress^bWore
