The first concrete result of the
preliminary labors of the Naval Con
struction Board on Inventions creat
ed by Secretary Daniels, developed
last week when formal announce
ment was made that the board, after
an all-day session, had unanimously
approved a plan for the establish
ment of a great research and experi
mental laboratory for the United
States navy.
The plan, as adopted, was proposed
bp Thomas A. Edison, chairman of
the board,, 11 calls for tho establish
ment of a laboratory at a cost of
$S;000,000 for grounds, buildings
and equipment, to be operated at an
annual expenditure of from $2,500,-
000 to $3,000,000.
The board recommends that the
laboratory be located on tidewater of
sufficient depth to permit a dread
nought to come to the dock, and that
it be near but not In a largo city. As
thus described, the laboratory would
be near .some large port on the At
lantic coast. It could not be located
at Washington because the depth of
water in the Potomac River is not
large enongh to permit dreadnoughts
to come to the city.

The new mine has an automatic
adjustment by which one mine re
places another, much as In an auto
matic gun one cartridge follows an

about ten feet below the water. But

o'clock. The morning session dealt
mainly with matters of organization.

During September the allied forces
at the Dardanelles have made a gain
averaging three hundred yards along
the centre of four miles near Sulva
