Diatrirt Plan, Which Woald
Plaa for Only Berea Meetinca, One
, ha Bach Diatrict—Caadldatea to
Airaase Other Hpeakiag Date*.
If the^Kaj conrentlon adopts a auf-
feation that will be made to the State
Democratic convention the county-to-
couaty conraaa for votea in the pri
mary will be changed considerably.
To hare aerea meetings, one in each
congressional diatrict, at a central
location In the diatrict, la a plan now
being dtecaaeed la political circles.
Heretofore the South Carolina cam
paign meettnga have been numerous,
the gatherings being held la each
cennty la the State. Commencing in
June the meetings havs run close to
the time eat for the flret primary.
Objections have been raised te this
mode of campaigning, bat efforta to
da away with tha aouaty-to-county
oanraas heretofore have provea un
availing. It la now polntad out that
probably the compromise guggeatloa
at bolding congraselonal diatrict
meetings would meet with general
favor,. The eeven congressional dis
trict meetings, under the proposed
plaa, would not coifstitute all of the
meetings at which candidates for of
fice would apeak. To each candidate
It would be left to arrange his own
meetings, other than those at which
all the candidates for State offlcea
would meet.
One objection that is being raised
te tht CQUAty-ift-county. campaign
meetings la that the candidates for
the more Important offlcea do not
have auffloient time In which to pre
sent their vtewa to the people. For
netanee, the gubernaterlal candidates
have heretofore had but twenty min
utes as a rule. la that space they
hardly had time, It la aeld, to give
briefly their eplnion on the laauea of
a campaign without regard to "my
attacks that mlgkt have to be an-
Forty minutes te the candidates
for governor and the earns amount of
time te those for the United State#
Senate, the latter compoalng a aspe
rate campaign party, Is given as a
proper solution of the difficulty. In
stead of starting the campaign meet
ings la June It is suggested by those
favoring the proposed change thst
July and August be utilized for the
Campaign meetings in the seven con
gressional districts. Thea the candl-
Antes could in the meanwhile ge te
whatever meetings might be arranged
(or them, or for any of them.
Under tko district meetings' plan
the following dtlee would probably
bo the one# selected for tho meet
ings: Charleston, Columbia, Aiken.
Anderson, Greenville, Spartanburg,
Rock Hill or soma central pqtnt in
some of the districts other then at
the cities named. An effort will be
made also at the convention to aspe
rate the senatorial campaign and the
campaign for the State office#. It is
pointed out by those in touch on
political matters that thia will likely
be don# by the convention. The May
convention will take some action on
the method of holding the campaign
meetings snd the State executive
committee will" map out the details.
Geests Make Their Escape.
Forty guests escaped from the
Windsor hotel, Milwaukee, Thursday
when flames destroyed that hostelry
and damaged ether buildings, the less
probably reaching $20fl,#0fl.
Killed by Ammonia Fumes.
The blewing of of n compressor
head, allowing deadly ammonia
fames to escape, caused the death
Thursday of two employees ef a
Cleveland, Ohio, brewery.
At least two persons were killed,
fifteen burled under debris and ten
inlured when tks wall ef the Missouri
Athletic club building at St. Loula,
which was destroyed by fire, In which
thirty persons lost their ttves a week
ago, collapsed under a high wind late
Tuesday and crashed through a four-
ntory building occupied by the St.
Louts Seed comptny.
The wall of the Miaaourl Athletic
Club building, which stood seven
stories high, crumbled when a thlrty-
flve-mlle wind veered to the north
west. A few minutes before the col
lapse Building Commlesloner McKel-
vey, who wa# directing 170 men In
the work of exploring the rulna of
the Missouri Athletic Club, feared tke
wall would fall and ordered fcla men
out of the debris. Thia action prob
ably prevented a heavy lots of life.
The four-etory building occupied
by the St. Louis Seed company had
weakened, apparently, during the
burning of the Mlsdourl Athletic Club
building, which adjoined it oa the
east, and when the brick wall crashed
on the walls the latter gave way,
and all above the second floor crum
bled.
Hours after the accident it w&a Im
possible to determine how many had
been rescued from tbe ruins. Many
doubtless escaped snd went away
without giving their names, but ten
persons are unaccounted for. Six In
jured, three of them women, had been
taken from the ruins, ' two were
known to be dead, and several still
were In the debris.
James Cobb, cashier of the seed
company, apparently waa dangerously
hurt, but he directed the work of the
rescuers, who tried to extricate him
from the rulna. Electric lights were
strung about tha debris that pinioned
him, and while the workmen tugged
at tke heavy timbers Father Kennedy,
a Catholic priest, administered to
him tbe last rites of the church.
Father Kennedy also administered
the last rite# to another maa burled
In the debris. Two other priests
worked In the rnlns, giving last rites
to the Injured.
An aged maa was found pinioned
In the basement of the teed company
building. He was seriously Injured,
and to take him out alive it seemed
necessary to amputate hla leg. Phy
sicians had Injected morphine Into
the pinioned leg and were aboat to
apply tbe knife when workmen suc
ceeded in moving the debris slightly,
thereby releasing the Injured man.
The amputation waa averted, and tke
man waa taken to the city dispensary.
la the seed company building at
the time of the accident were ten or
twelve customera, three women and
five or six men, office employes, and a
large number of workmen engaged
in repair work. The customers In the
building are believed to have escaped
with slight or no Injuries. The In
jured were for the most part office
employees of the seed company or
workmen.

the Mexican populations la large, and
have used Mexico as a refuge.
One source of extreme vexation
haa been inability during the past
three years to secure extradition of

Gov. Colquitt estimated that la this
