Governor Blease sent to the gen
eral assembly Tuesday afternoon a
message which startled the legisla
tors with an urgent demand for a
... thprough investigation of tho dis
pensary windlng-up commission.
Numbers of specific transactions sup
posed by the governor to have been
- made by -the commission are . men
tioned, with the Insistent recommen
dation that each be carefully looked
into. The message In full follows:
To the General Assembly: Just
after my nomination as governor, 1
noticed In the papers (and as I have
noticed no correction. 1 take It to
be true) that the commission for
wlndlng-up the affairs of the State
dispensary had a meeting at which I
was freely discussed, and expressed
fears as to themselves, when I be
Came governor. Jf they had done
no wrong 1 see no rmson why thev
should fear any harm from me. Jf
they are guilty of wrong-doing, it i. 1 -
tip to you to Investigate them.
I would like for you to Investi
gate them fully and And out for tin
people of South Carolina what did
become of the large amount of alco
hoi that was on hand at the time
this committee took charge: to whom
It was sold, at what price, and what
was the regular price at that time,
•o as to see If the State was not a
heavy loser In that transaction.
Also, what salary, or how much fees
member of that commission
has received, since he has served on
the board, and how much per diem
they have received for their services |
on that day; If car fares, railroad !
fares and other expense* have been
charged against the State which were ,
not Incurred by the member receiv
ing payment therefor.
Also how much actual cash has j
been turned over to the State treas- |
urer: how much has been paid out
and how much Is left as profit to the
taxpayers. What criminal cases have
been compromised and what were the
conditions of the compromise’ Has
the attorney general received an*
money, and If so by wham was It
paid and for what’ Why the com-
tnlsslon kept the Clark lot of whls
key after Governor Ansel had dis
missed the former members of the
hoard of control for buying this
same whiskey? Did Clark rebate
the present commission’ If so, where
is the rebate money? How much
more than $5,000 did Farnum pay
and where Is It’ What were the
•conditions of the Goodman compro
mise? What were the conditions of
the Flelschrnann compromise* if
money was paid In these transac
tlons, where Is *t? What was the
agreement had with ex-Hovernor
John Gary Evans and ex State Chair
man H. H. Evans, for Information
gtven by them at conference held In
Atlanta, between these gentlemen.
Attorney General Lyon and Attor
ney Felder? Why were oilier mem
bers of the various hoards of eon
trol not Indicted? What became of
the report of the detectives to the
con*nlttee‘of certain member* of the
house and senate and why was this
report not made public? What were
Felder'a fees, and why was he not
prosecuted, when It was known that
he was attorney for a liquor house
and was favored with purchases from
dispensary boards and rebates were
paid for these purchapilh? What
criminal prosecutions have been
brought, who has been convicted and
what has It cost the State?
A thorough investigation of this
entire matter, gentlemen, will give a
great deal of satisfaction to your
constituents. * There are those w ho
believe that the State has lost more
through the wlndlng-up Tom mission
than it has ever lost through the
State dispensary system. Whether
this be true or not. It I* not for me
to say. I hold my belief as to cor
ruption, but the people of South

and freest investigation on your part,

received and they are discharged as
