This date will »)c a memor able one in Cuban history, for it will not only mark the aquisltlon of full Independence but wil^be the Cuban inauguration day, It having been de termined that President l*alma shall be inaugurated on the same day that American rontrol of the island ceases. Secretary Root has made public his order to Gen. Wood, directing him to turn over the control and government of Cuba to its people on May 20 next. The text of the order is as follows: “War I Apartment. “Washington, March 24. These bills of course piiss from-hand to hand be fore the blanks are filled. When It is desired to send one in tiie malls the blanks are lilled in with the name of the payee, Ids city and State, a 2-cent postage stamp is placed in another blank space and canceled with the Initials of the sender in ink, the name of the sender is signed on the back, and, presto! his money h^s suddenly ceased to exist as currency and has i>cen transformed into a check cjn the United States government, having all the safety of any bank cheek, and ready for enclosure in his letter. When the payee receives this check he treats it just as he would any other check—indorses It, goes to the near est bank or post office and deposits it or has it cashed. The paid check finally reaches the Treasury Department, when it is re placed by a new one with the spaces untilled. Tills keeps the circulation at par. No change whatever is made tn the financial policy of tiie govern ment the only change being in tiie character of the printing on the hills of five dollars and under. The charges were contained in an alleged secret report of Capt. Walter Christ mas to the Danish government which ^declared that he had employed corrupt means tabring about the negotiations for the sale of the islands to a con summation. . The report, extracts from which Mr. Richardson read, mentioned, the names of Abner McKinley and his partner, Col. Hrown, C. W. Knox, w! o was described as “an intimate friend of .Senator Hanna.” Richard P. Evans who was said to represent “Mr. Gard ner and his friends in the house," and two press associations, the names of which were not given, as having been interested in. the matter. The charges against members of con gress were not specified. Upon the basis of this report, Mr. Richard son asked the adoption of a resolution for the appointment of an investigat ing aimmlttee of seven. The speaker ruled that the matter was priviledged after Mr. Richardson had amended his resolution so as to specifically in clude memhe/a of the house. Great excitement attended the whole proceeding. A dispatch from Saluda to The State says the Hading of the dead body of John Chapman, a negro in the employ of Mr. S. 'B. Corley, In Mr. Corley’s pasture has created (fuite a sensation. This method will make it neces sary that the new president and your self should appoint representatives to count and certify the cash and cash balances and the securities for deposits, transferred to the new government. The body of James Walker, the ne gro who poisoned the whole family of Dr. David T. Tayloe, of the North Carolina State board of medical ex aminers, was found dangling from a limb of a gum tree on the Greenville road just outside of the town limits of Washington, N. C., early Tuesday morning. A man coming to town ran into the body which hung out over the walking path. He hastened into town to Inform the authorities. Coro ner Tayloe was summoned and he em paneled a jury who brought a verdict that the negro came to his death by lynching at the hands of unknown persons. The negro was about 19 years old. When some one r attempted to use the wires to Willlamston and they found that the telegraph and telephone wires were both cut.
