Mr. Jno. P. Thomas. Jr., one of the
original trustees of Winthrop, said be
was willing to take the recommenda
tion of the ways and means commit
tee but as one of the best friends of
that Institution, he wanted to warn
the trustees of Winthrop that they are
remiss Itl the collection of tuition
fees. The percentage of tuition paid
at Winthrop Is $7 while it Is $27 per
capita at the South Carol!nil College.
Mr. Prince replied that Mr. Thomas
was misinformed as to the amount of
tuition fees paid at the South Caro
lina college, however the trustees of

afford the expense. The way to work
a change is to change the law on that
subject. In reply to Mr. Hardin h<'

paid expenses it was necessary to have
this farm in order to get vegetables
and milk in constant, quantity and.at
moderate prices.
Mr. Kinkier who as chairman of the
committee on education is a trustee
of Winthrop, declared that as a trus
tee he was ever mindful of his duties
as a legislator and he knows that this
appropriation la necessary for Its ex

Carolina college Is the only Slate in

furnish-its students free. The 46,000
paid was for wiring the buildings,

commended and the majority of the

but yielded to the minority and ac
cepted the smaller amount in order
that there might lie unanimity on

tables and milk at a cheap price to

ground. They must go hand in hand
with men in the march of progress.'

for the woman's college.
Mr. J. B. Smith of Colleton; the
champion of the common school, de
clared that there are thousands of
children In the commom schools and
yet the legislature had refused them
$100,000 last year. If the . common
schools are forever discriminated
against the people will rise up and
send people to the legislature who will
change the trend of affairs.

The annual appropriation of $2,500
to the State fair was not made last
year as Hie association did not need
this appropriation (which is hut a loan
