pression through your valued Journal
original views of my owp upon that
subject.
"I bold that we cannot obtain flr*t
class highways cit ler the “road hands
system,” of grandfather's days, nor
can wu succeed by deitcndlug upon flic
county chain gang. The latter is little
more Ilian nn apology to keep our
mads in a ti a veiling condition. Do
what they may, the system operates
too slowly, nor ha* It given us . the
highway wedemalid. f propose a leg
islative net establishing i‘The County
Road Board.'* The board should con
sist of not less than seven memhets.
Th$ County Supervisor should be Road
Superintendent, ex otfUilo. The re
maining member* should be tli£ Sher
iff, Auditor, Treasurer, Probate Judge.
Clerk of Court, ex officio, together
with a civil engineer.- The meeting of
the Ron 1 JJoanl should hu monthly.
Their minutes should be preserved
complete.
The only fees to be paid is an allow
ance to be madeTo the County Super
intendent andcivil engineer for Road
work when actually cugiged on road
duty.
The Act should empower tho hoard
to bond tlte county for a reasonable
aVuount. These bonds slumld be in de
nominafloh of one Euudred doll an
eadt. bearing a low rate of Interest,
say three ami a half or four per cent,
per annum, pavable semi-annually.
The bond should be non taxable, to run
lifty years, with the reservation con
tained in said bond/ that the county
shall Itavo the right to redeem said
bond at any time, after ninety days
written notice from the Road Board, v
