The Legislature. ^The General Assembly vras 4o have adjourned yesterday, F*>rthe last two week* it has bcea at work under whip and spur. The Important results of the session have been in the line of the re forms suggested by Gov. Tillman in hi*| Inaugural address e shall try to aummari/e them.soon, when we have more room and, our readers ghall have more appetite for politics than in this season of Christmas abundance. The tax levy will be a quarter of a mill less for this year than it was for 1*89-90. This will amount to a reduc tion of twenty-five cents on every thou-** sand dollars* worth p f property. At a meeling.of the trustee stockhold ers held in tlie city of Columbia, on the bth and 11 tli lnsA M tlie undersigned were appointed a Committee fo issue an address to the Aliiame membership calling their attention to the fact* sta ted ami to urge himui them the prompt payment of the balance of stock due tlie State Exchange. The State Exchange was organized under most discouraging circumstan ces. Only one.fourth of the suhserihed stock wu* called for, ami this could not be used only as a basi* of commoicial rating. The board of director* were instructed t«» begin buslues* and tJiu« enter tlie commercial field in w hich there is no much ability, experience and sharp competition, and this without a dollar save a small amount as interest on that part of stock paid iu. Everything was new and untri.Hl. Opposition met them at every turn. Wholesale dealers and manufacturers regarded tlie movement in its proper light ns an «X|»eri»iciit and acted to ward* it accordingly. The days were dark, as well as the nights, and ou tlines it seemed as though tlie enter prise would have to be abandoned. Expenses and debt* accumulated day after day and it**eemed almost impossi ble at one time that we should ever be able to. meet our. obligation*. We thought seriously of asking the State Alliance to help us over our financial difficulties. But during all these dark days there wag one thought that inspired us, it was tlie faith we had in the loyalty qf t!icv AUiftnce membership, as ! * sliest anchor to our heart*. This gave hope him! promises of a brighter future. That future came ami with it came light ami joy. All is now bright before us. Much credit is due the State manager for the success attained by the Ex change. In fact lie has done tlie hard- st work and lias eonH> in direct con trast with tlie many dililculties ami great opposition to the enterprise. Leaving his ow n business, and w ith a sal a ry contingent nn thw s ueee ^s of the work, he is deserving of tlie confidence and esteem of every Alliance man in the State. The business is growing, and our manager with those of other States are now arranging to act togeth er or in concert with each other w hen- ever this can he done advantageously to the Alliance membership. T he State Exchange, desiring^ to be Just to Sub-Alliances in it* connection, at iu meeting In Columbia unanimous ly adopted tlie following resolution : Resolved, That Sub-Alliance* which have subscribed two or more shares of stock to the .'■'tale Exchange and have paid a part of the *ame, and have since making *uch payment been reduced in membership below kbe constitutional number upon which said subscription wa* based, that all Sub-Alliance* shall have the benefit of such reduction in membor-hip and feed ye credit from the State Exchange on their stock for any amount thus overpaid. - At the meeting to be held on the 28th of January, 1890, not only will the banking busities* be disoussed, but this will be discussed in connect km with the future managenn nt of the State Ex change, and it i* highly probable that many changes will be made in the rule* which have heretofore governed tlie management of tlie Exilnmge.
