That the superintendent end board of directors of the Penitentiary be, and they hereby are, authorized to make contracts for tho performance of specific work, inch work to be done entirely under the control and direc lion of the officers ot tlto Penitentiary. Also to hire out the convicts under the provisions of the law in force at tho time of the passage of the Act of tha 24th day of December, 1884, 18 Statntea 815, and such other rnlea and regulations as they may adopt to secure the well being and humane treatment ofthe convicts. And that they be authorized to employ a physician, to be nominated by the surgeon of the Poiiiieutian, resident in the neigh borhood, to have medical supervision of squad* of fifty or tnoto couvict*, such physician to he paid out of tend of the Penitentiary, and to report weekly lo the surgeon of the Peniten tiary, the superintendent and board ol directors to have regard to auch ex pense iu fixing the compeuaation for the hire of *niu convicts. — i^KO. 3.
