islature power to take tbe United
States Census as the basis of appor
tionment afterward. This will give a
sure basis for an early reapportion
ment of representation in tbe Legisla
ture, and will admit of a reapportion-
meut lu 1891 or 1892, and in every
tenth year thereafter, without any con
