In last week's paper I promised to give
ynn u aatislimtorv statement of the action
of mys*'lf in the Ricr-Copclitnd ease,
which led to the presentment of the grand
jury wltichl had published.
About the llth of May an affidavit
was made before me by one U. Kobin-
soti, charging that a certain horse hud
been stolen from bin possession a day or
two previous thereto, and that he bad
osave to suspect the same was concealed
about the premises of Kicc or Copa'and,
and made application for a search war>
rant, which I issued In regular and prop
er form and directed my constable to
proceed to execute it. lie made return
to mo on oath the same day as follows t
“George G. Law being sworn says that
he (bund the property herein described in
the lot and house of J. I). Copeland, in
Bamberg, Bom well county, and that J.
D, Copeland resisted the execution of
the warrant to seize the horse and with

the resistance of such force ou the llth
May, 1886, from executing this within
warrant l sworn to, Ac. After this I di
rected the Sheriff to execute the warrant,
which he did on the 12th May, and
brought tho property and the parties
chargedbsiore me. both sides being rep
resented by counsel I toi k the eviduuce
of R. Robinson, VV. M. Williams, S. A.
Kinard and Dr. I*. A. Wright and com
eluded the evidence was sufficient to
show that tbe property had been stolen
by soaie person or persons, sod tbe de
fendant’* counsel insisted on ths exami
nation of the defendants, which was re
sisted by the prosecution and which I did
not think I had n right to do, but was
relieved from passing upon that quest ion
by one of the defaudants rising and in
tin presence of his counsel and the other
dufcndunt waived any further proceed
ings and deciared their readiness to give
bond tor their appearance, and were given
until the following Thursday in which to
prepare the bond. The defendant’s were
represanccd by L. T. Izhir, K*q. On the
following Thursday the defendants ap
peared, bqt instead of giving bond as
agreed upon brought their attorney, Is-
tar, and also Robert Aldrich, Esq., and
Wanted to reopen the case and have an
other hearing. I had been informed that
such was their intention and 1 went to
Barnwell and eonaulted Judge Maher,
whs advised me that, as the case then
stood, it woffld be well to to let it stand.
When I saw Mr. Aldrich 1 asked him
to adviac me as a friend What to do about
it. Ha (WiDed to do no, saying that he
would make the motion and I could do
as I saw fit, and from his uouvcnalion
I inferred that be couhl not as a friend
advise mo to pursue the course he was
going to contend for aud therefore woald
not advise roa at all. My reason for ask
ing Mr. Aldrich stout it was that we had
been fast friends for wuuy years and
then thought that he would not see me
get into any trouble, and my whole de
sire was to do what was right. I refused
to entertain their motion and required
the defendants to give bond. They re
fused to give bond sad I issued an order
requiring them to give boud «>t bo com
mitted. They then gave bond. This is
a true statement of facts and can be pro
ven so by tb# records ia Barnwell and by
oambeta of persons present at the bear
ing of the case. Now as to the farts
sworn to before me at the hearing and
facts that have come to my knowledge
since I do not care to apeak of, as I do
not care to do anything that would in
jure tbe defendants or prqedice their
case. One thing I will my, though, that
pending these proceedings related I got
r letter from Col, T. J. Counts which I
construed as advising me and sent him
word that I had counsel already and pre
ferred following the advice of my law
yer. I mention thfc to •-how you that I
was not acting in the matter only as I
thought was right. And this is tbe
great sta I have been guilty of which

ing presentment made against me, while
one of raid grand jnry is my avowed en
emy. What is conspiracy ? Is this sot
conspiracy by those interested in attemp
ting to stigmatise me and my children
after me by there tramped up present
ments? How much longer are the peo
ple of Barnwell going to tolerate the out
rages of men,who when they cannot have
their ewa way attempt to slander their
follow citizens? How long bsfor* the
people of BeroweD will rise up and eon-
dawn man for wasting sad attempting

many murders, suicidre and other
wrong doings take up more or less of

fifty millions of people—composed of

a greater number of tragedies of one
character and another than what the
reader of a dally journal generally sees.
Our Government, under Mr. Cleveland
and bis chosen advisers, Is making
good progress In the way of retrench
ment and reform, by the daily cutting
off of superfluous offices, reducing tbe
salaries of over-paid officials by re
quiring a better day's work of many a
subaltern, and by removing from i ffice
those who la the past, have shown a
ready willingness to connive with lead
ers wbo demanded corruption-money
as tbe price of tbeir continuance at
the public crib. All of this is bring
done peacefully, too, without any stir
or commotion, or strife. We have lit
tle doubt that the Republicans think
that they are getting off easily ; a thor
ougb Inveetigatiou of many of the of
fices held by theta during tbe past
twenty-five years would in all proba
bility consign item to a penitentiary
if their ensee were pushed to tbe ex
tent of Justice or the taw's suds. We
will bear of these (a due time, howev
er. Tbe civil Mjvloe is being rapidly
purified, at which clrcumstauce every
lover of hie country heartily rejoices.
There in peace among the Democrats
beaause they are again controlling tbe
Government; aud there is pvoce among
the Republicans because I heir leaders
are not below punished for their ia»-
callties. Tills Is a happy National pic
ture of public affairs, and it is still
more happy on accouut of the correct
ness of the portraiture. When the re
vision of the tariff is made, we euppoee
the roductlou will be made in tbbsam-i
manner that tbe rivil service is correc
ted—done witn an eye to the public
tranquility—eo that the business of tbe
country will not be disturbed or tbe
labor of the Individual suddunly and
unduly affected. Mr. Cleveland has
been quiet In his methods so far In tbe
administration of the duties of his
great office, and we ooofldeotly bops
ibst he will continue In the same line.
From one end of the broad country
to the other, tbe people are In repsee,
except In the material development of
tbe best interests of society. In our
own tttate, the cause of common school
and higher education Is receiving an
attention never before bestowed on It.
This Is shown by the discussion con
cerning the free tuition tn the South
Carolina University, and the com
mencements of tbe various denomina
tional colleges and high schools of the
State. Tbe facilities for obtaining ed
ucation are expanding on every band ;
and the methods of imparting know
ledge are being Improved. Any boy,
however poor to ibis world’s goods,
who has any energy of character at all,
need not go without a collegiate edu
cation unless he elects otherwise.
Agriculture, too. Is being pushed to
a degree of success unknown before In
tbe blatotv of tbe State. Tbe landq
are tilled better than they were by tbe
former generation, and tbe introduc
tion of Improved Implements for break
ing tbs soil, dropping tbe seed, and
harvesting the crops, is astonishing the
very natives themselves in Its extant.
Notwithstanding the use of these labor
saving machines, labor is lb still great
er demand than ever, and every
woman and child may wont who wants
to, and receive pay therefor. Thera is
no conflict between laborer and lend
lord, because tbeir interests Are muta
al. Neither is there estrangement be
tween tbs races. The African has
learned that he Was not made to rule
the Caucasian, and that bis beet inter
sets are promoted by following tbs vo
cation that brings food, clothing and
shelter to himself and family, and that
the education of his children is of
more importance to blm than tbe oo-
cupaocy of some high political office
for which be is not fitted either by na
ture, education or bia drcumatances.
In this happy state of peace to which
we have allhded, ad society la putting
on strength and power for good. Mo
rality Is increasing, sobriety is growing,
religion Is flourishing, end Sabbath de
secration prevails in a minimum degree
Men are more manly and women more
lovely than at any previous period of
our annals. Ths children are like
gels In beauty. The people wear bet
ter clothes, set a greater variety of
food, ride mors In elegant vehicles, are
mors scrupulous In the observance of
thrir contracts, sod ore Incomparable
