A great change has come over the
cotton market since tho war, and this
may be traced directly to the iujlueoee
of cotton raised In India. Tbs civil
war compelled England to turn atten
tion to growing Colton in India, and
marvelous progress has been mads lu
that country. The field may be said to
be almost unlimited, and, in tbs course
of a few ^ears, the changes that are
Dow taking place there will compel tbe
planters of the sonth to either change
their m-thods or gite up the business
altogether. The probability is that
the lodi to cotton will never fie quite
M valuable for maouracturlfig purpos
es as American cotton; but, off the
other hand, tbe possibility Is that the
Indian staple will be greatly improved
and all who are Inclined to look facts
squarely In tbe face roust admit that
It bfts already become ft formidable
competitor to American cotton.
India Is beginning to manufacture Its
own cotton. It has collls of its own
and English capital, seeking invest-
nK&t, Ands a profitable field lu that
direction, on well as In tba^ew railways
that are oonttnuaiPy bringing ferti'e
qotfon lands nearer to market. The

til*twenty years ago, and since that

There are other facts that should bo
studied. Not only does official Inspec
tion go hand t* hand with luditidual
rivalry and competition to secure dean
cotton and strict grading^ but every
element seems to favor tbs Indian cot
ton-grower. Labor lu that country
can bo secured at a rate of a little
more than eight cents a dsy. This Is
lb the ffthote agricultural districts. lu
the diktilcls nearer marker, the wages
paid to labor do hot elceeti eighteen
cents a day. Under theserlrcumstan-
C'S, it Is natural that the development
of eotton growing In India should pro
ceed with amtiziog rapidity. In 1878-
79,‘2j 966,000 cwts. of In liancotton wete
exported ; but In 1882 3,5,108,278 cwts.
were exported.
It should he borne in mind, moreover
that the planters 0/ the south, by pro-
dneing abnormally lartro crops every
j ear, fire practically aiding tho com
petition of Indian cotton.-Atlanta Con-

last week in an appeal ease that Trial
Justice courts have no jurisdiction In
cases of petty larceny. This is just
the reverse of the practice heretofore
in vogue, when It was held that the
Courf of Oeneral Sessions had no ju
risdiction In such caaes, and lhat they
could only be ttled by Trial Justices.
This opinion of judge Cothran’s com
ports with a late decision of the Su
preme Court, and It may he expected
that the Court of General Sessions will
hereafter take coguizmce of all cases
of petty laroffly.

T. J. Ciuverins, convicted of the
murder of Fannie Lilian Madison in
Itichmoud, Va., has been sentenced to
be hanged on the 20th November. The
