Section 2. Trustees. (1) In each
of the high school districts pro
vided for m Section 1 above, the
board of trustees of the district

ed, together with the chairman of
each of the cooperating districts,
shall ad ex-officio as trustees of
such high school districts, and
shall elect their chairman. How
ever, in Midway School District
No. 6 and Antioch school District
No. 6 both boards of trustees as
now constituted shall act until
such a time as there is only one
high school in High School Dis
trict No. 1, provided for in Arti
cle III, Section 1 above.
Provided that the local board
of trustees of school district No.
1 Kershaw County which is a
part of Camden High School Dis
trict No. 1 as provided in Article
HI, Section 6 of this Act shall on
and after July 1, 1950, be com
posed of 5 members to be ap
pointed by the Kershaw County
Board of Education or selected in
the manner provided in Section
7 of Article III be residents of
that area of school district No. 1
embracing the two mill villages
and other aaeas immediately ad
joining thereto, a part Of which

Section 3. Duties of
District Trustees. The Board of
Trustees in each High School Dis
trict shall employ a superinten
dent of schools who shall be the
executive and administrative of
ficer of the said board. It shall
be the duty of the superintendent
to supervise all phases ' of the
school program in all the schools
in the area constituting the high
school district. Further, the trus
tees of each of the high school dis
tricts provided for herein shall
have the responsibility for all
phases of the school program in
their respective high school dis
tricts except as may be vested by
law in the County Board of Edu
cation. Each Board shall employ
the personnel required for the
operation of the schools of the
high school district. They shall
fix the length of school term with
the approval of the County Board
of Education.
ARTICLE IV. TRANSPORTA
TION
Section 1. County System. The

may set the minimum qualifica
tions and the maximum salaries
of school bus drivers from coun
ty funds. The board with the
approval of local trustees may
contract with individuals or or
ganizations tor transportation ser
vices for any part Of the county
transportation system, should it
be desirable to <x> so in the opin
ion of the board. The board shall
establish such regulations for the
operation of school buses as will
assure safe and economical ope
ration and may, if they deem it
economical and advisable, pro
vide for county maintenance and
repair facilities.
ARTICLE V. FINANCE
Section 1. Objective. In pro
viding for the financing of the
school system of Kershaw County
the county board of education
shall have as its objective equali
zation of funds available for the
adequate operation of all schools
in the county.

Budgets. On or
before the first day of July in
each year the Boards of Trustees
of each of the High School dis
tricts shall submit to the County
of Education for its ap
proval a budget of estimated
needs for the ensuing school year,
which Shall be in such form as
may be required by the said
Board. On the basis of these
budgets the County Board of
Education shall ..determine the
extent to which the proposed
budget of each High School dis
trict sholl be financed by appor
tionment from the funds of the
county wide levy provided in this
act.
Section 2-B. Uniform County-
wide tax. The county board of
education shall annually certify
to the county delegation a tax
levy to be applied uniformly to
all property in the county, and
which, in the opinion of the board,
is required to guarantee an ade
quate program of public school
education to all children in the
county. The levy so imposed by
the county delegation shall be
entered by the county auditor
and collected by the county treas
urer in the same manner as are
other taxes on property. Proceeds
of. this levy shall be credited by
the county treasurer to the coun
ty board of education.
Section 3. Apportionment of
Uniform County-wide tax. The
county board of education shall
annually provide for the appor
tionment of the proceeds of the
uniform county-wide tax provid
ed for in Section 2-B above in
the following manner.
(1) Provision shall be made for
the necessary expenses of the
office of the county superinten
dent of education, including per
sonnel, and including such other
school services as may be operat
ed by the county board of edu
cation for the benefit of the
school system of the county as a
whole.
(2) A portion of the proceeds
of the said tax shall be allotted
