The requirements under which
South Carolina farmers may seek
federal loans, now that the state
has been declared a farm disaster
area, have been outlined by the
Department of Agriculture as fol
lows:
“Under the provisions of public
law 38 (81st congress) credit as
sistance may be extended to eligi
ble farmers snd stockmen in areas
that ate designated by the secre
tary of agriculture.
“The benefits of this program
are restricted to those areas that
have suffered serious production
disaster as a result of drought, ex
cessive rainfall, insect damage,
storms or some other natural
calamity and where there is wide
spread need among the farmers in
the area for credit which cannot
be obtained through commercial
banks, cooperative lending agen
cies or other responsible credit
sources.
‘‘There Is no authority under
which farmers msy be reimbursed
tor losses they have sufered ex
cept in Individual cases where par
ticular. crops were covered under
the federal crop insurance pro
gram.
“In designated areas disaster
loans may be made for essential
agricultural purposes, including
farm and home operating expenses.
Disaster loans are not made to re
finance real estate indebtedness.
These loans bear three per. cent
Interest snd are scheduled for re
payment over a minimum period
consistent with the borrowers an
ticipated ability to repay.
“Disaster loans are secured for
the full amount of the loan, gen

Collections Showed
Decline Last Month
Federal tax collections In South
Carolina continued slightly on the
downgrade in September, W. P.
Bowers, collector of internal reve
nue here, reported. ^
Proceeds from the income tax,
which produces the bulk of fed
eral revenue, amounted to $18,-
901,263 in South Carolina last
month against a total of $20,871,-
213 in the same month last year.
The grand total of collections
during September was $19,661,-
753. In September of 1948 it was
$22,159,026?
Although the trend appears
downward in federal revenue
from this state, total collections
for the first three months of the
current fiscal year were $48,666,
662 compared with $48,339,045 for

warrant as s Cadet Sergeant at the
United States Military Academy.

Nicholson assists the platoon lead

him in charge of all company'
