BE IT ORDAINED by the Commis
sion of Camden:
Section 1. Creating of Office. The
office of city manager Is hereby
created.
Section 2. Appointment of City
Manager. The city manager shall
be appointed by a majority vote of
the city commission for an indefi
nite term. The city manager shall
be chosen by the council solely on
the basis of h(a executive and ad
ministrative qualifications with
otherwise provided by the city char
ter or law, and except as hie may
authorise the head of a department
or offlo# to appoint, suspend, or re
move subordinates in such depart
ment or office.
B. Prepare the budget annnslty
and submit It to the commission
and be responsible for its adminis
tration after adoption.
C. Prepare and submit to the
commission as of the end of the
fiscal year a complete report on
the finances and administrative
activities of the city for the pre
ceding year.
D. Keep the commission advised
of the financial condition and fu
ture needs of the city, end make
such recommendations as he may
deem desirable.
E. Recommend to the governing
body the salaries to be paid each
appointive officer end subordinate
employee of the city.
F. Recommend to the governing
body, in writing, from time to time,
for adoption, such measures as he
may deem necessary or expedient.
G. Consolidate or combine of
fices, positions, departments or
units under hi* jurisdiction, with
the Approval of tfiie commission

of one or more departments. _
H. Attend all meetings of the
