Training Center. Poilowing this aa-
algnment, he was ordered to duty
with the recruiting serrice of South
Carolina.
Lieut.-Col. McKeown, a natlre of
Chester, S. C., serred some 41 months
orerseas, 14 of which were spent' in

TO THE VOTERS QF SOUTH CAROLINA:
False rumors have blamed me for reduction of certain teachers’
salaries under the present certification program and for other
-things which happened while I was overseas and with which I
had no connection. I represent no plan of certification of teachers
except that which will be In the Interest of all tethers,
teaching, and better education for the children.
The facta: The certification ilrogram gained Its impetus in 1941,
after I had entered the army, and while my present opponent was
serving is President of the Teachers’ Association. Furthwmore,
in September, 1944, after I had been overseas continuously for 26
menths and while serving in France, my opponent was on the
legislstive commission of the Teachers’ Association. Ah a member
of that Commlsalon, he supported the present plan under which
certain teachers’ salaries were cut, and also urged the removal of
the office of State Superlntnedent of Education from the Demo
cratic Primary. If there were diacrimlnatlons against certain
teachers, these could have been pointed oat by him. I ahall^give
attention to ail phases of the program to prevent cutting the
salariee of those who have shown their excellence.
Contrary to rumors, there are vital and diatinct issues in the
campaign for State Superintendent of Education. Do not be de
ceived by generelities that advocate progress without specification.
AU is NOT well with public education and cartlfloation ef teachers.
This is the laeiie: Are we to continue in*the same old rot or are
we to get vigorous, intelligent state-wide edncational Meaderehlp
with NIXON?
1 pledge myself to work for the best IntM-est of the children fit
South Carolina. To this end, I wlU. work, among other things, for
more sdequate teachers’ ealarlae, a reorganisation *and coordina
tion of the State Department of Education wherever needed and
improved education facilities for veterans.
Profeational qualificatlona: A£ degree from Furman University;
graduate degrees from Wottord College and Columbia Uniwretty,
former classroom teacher, principal, local superintendent, county
superintendent of education, and former iMretldaBt of State Teach
ers’ Association.
