TO REQUIRE THE STATE HIGHWAY DEPARTMENT OF SOUTH
CAROLINA TO WITHHOLD ISSUANCE OF A UCENSE ON ANY
MOTOR VEHICLE, PROVIDED THE STATE HIGHWAY DEPART-
MENT HAS FIRST RECEIVED NOTICE FROM ANY TAX COLLECT
ING AGENCY THAT ANY DEUQUENT TAXES DUE THE STATE
OR ANY SUBDIVISION THEREOF, ARB UNPAID ON SUCH
VEHICLE, UNTIL SAID TAXES HAVE BEEN PAID; TO DEFENE DE
LINQUENT TAXES, AND TO REQUIRE THE COMPTROLUSR GEN
ERAL TO PREPARE, APPROVE AND SUPPLY SUITABLE FORMS
TO THE RESPECTIVE COUNTIES.

BE IT ENACTED by the General Assembly of the State of South
Carolina: '
SECTION 1. T%at the State Highway Department of South Caro
lina shall not issue a license on any motor vehicle to any person, firm,
or corporation, provided said Highway Department has received notice
prior to August lat of each year for the succeeding license year from
any tax collecting agency of this state that any delinquent taxes due
the State, or any subdividon thereof, including munidpalitiea, on such
motor vehicle have not been paid, until proof of payment is fomiahed,
as herein provided. Upon receipt of payment of the delinquent taxes,
after previous notice has been given to the ^te Highway Department
of such delinquency, as provid^ above the said tax collectuig agency
s^ll, on the same date of receipt of payment, mail or cause to be de
livered to the State Highway Department written notice of such pay
ment. PROVIDED, That the Tax Collectihg Agency shall lame in dup*
licate evidence of tax payment on motor vehicles.

SECTION 2. “Delinquent Taxes” are defined as those subject to
execution, as provided by law.
SECTION 3. The Comptroller General of South Carolina diall,
within ninety (90) days from the passage of this Act, cause to be pre
pared and furnished to all the various counties in this State proper and
suitable forms for furnishing to the State Highway Department the in-
fonnaUon required by this Act. The form required ‘ahall fiimish the
following infomation: Name and address of ownw, period for which
taxes are delinquent, amount due, make, body type, model numbw,
year model, motor number, or the motor number or numbers of any re
placement motor or motors, serial numbers, if customarily uaedf and
tax collecting agency to whom taxes are due; PROVIDED^ Thut any
sub-division of* the State shall use such forms as may be approved by
the Comptroller General.

SECTION 4. Nothing in this Act shall be oonatmed''to afttthQriae
extension of time for issuing motor vehicle licenset without paaatty*
as now provided by law.
SECTION 6. All . Acts or parts of Acts Inconsiatent with the pro
visions of this Act are hereby repealed.
SECTION 6. This Act shall take effect immediately upon its ap
proval by the Gi^emor.
