An ordinance to protect the pub'iie
healtR by controlling the spread of
endemic typhus fever, and other rat*
borne jdiseaees and Infections asso*
elated with the insanitary conditions
pkeaent wherever rata are found by
requiring that certain structures shall
be maintained in a rat.proof and rat-
free condition, by providing for the
atorage of food and feed and the
handling of garbage, by eliminating
.certain conditions favoHng the har.
borag%of rats, and to provide penal
ties for violation thereof.

ings, public buildings, stores, thea-

premise! used for' business purposes.
B. TTie terms “rat-stoppage” or
‘Irat-pmofing” as used herein-applies
to a relatively inexpensive form of
rat-proofink to prevent the Ingress of
rats into business buildings from ther
exterior or from one business building
to another. It consists essentially of
the closing of all openings in the ex
terior walls, ground or first floors,
basements, roofs and foundations, that
may be reached by rats from the
grottfid, by cTTmbihg or by burrowing,
with material impervious to rat gnaw
ing.
C. The term "rat-harborage” shall
mean any condition—which provides
shelter or protection for rats, thus
favoring their muitlplication and con
tinued existence in, under, or outside
of a structure of any kind,
D. The term "health officer” as
used herein means the titty Health
Officer, County Health Officer or any
duly authorized agent.
E. The term "owner” shall mean
the actual owner of the business
building, whether Individual, partner,
ship,-or corporation, or the agent of
the building or other person having
custody of the building or to whom
rent is paid. In the case of business

required that all business buildings in
the City of Camden shall be rat-
proofed, freed of rats, and maintained
in a rat-ptoof and rat-free condition
under the direction and sapervision
of the Health Officer:
3. That upon receipt of 'written
notice and or order 'from the Health
Officer the owner of. any bnsiness
building specified therein shall take
immediate measures for rat-proofing
the building,- and that unlees uiid
work and improvements have been
completed by . the owner in the time

1. That for the purposes^ of this
Ordinance the following definitions
shall apply.
A. The term “business buildings”
shall mean any structure, whether
public or private, that is adapted for
occupancy for transaction of business,
for rendering of professional service.

F. The term "occupant” as used
herein shall mean the individual, part
nership, or corporation . that has the

shall be deemed guilty" of an offense
under the' provisions of this Ordi
nance;
4. 'That whenever the Health Offl-
cer notifies the occupant or occupants
of a business building that there is
evidence of rat infestation of the
building said occupant or occupants
shall immediately institute appropri
ate measures for freeing the premises
each occupies of all rats, and that
unless suitable measures for freeing
-the- -building of—rats—at
within three (3) days after receipt of
notice and unless continuously main
talned in a satisfactory manner until
the building is free of rats the Health
Officer is hereby authorized and di
rected to free the building of rats
and to levy-a monthly charge against
the occupant or occupants to cover
the costs for labor, materials, and
equipment necessary for eradication
measures carried out each month.
5. That occupants of all rat-
proofed business buildings are requir
ed to maintain the premisea in a rat-
proof condit^n and to repair all
breaks or leaks that may occur in the
rat-proofing nniess such break* or
leaks develop as the result of natural
deterioration of the building,

18. PENALTY: Any person, Ann,
or conibratlon who shall violato any
provision or proTisfona of tUa Ordi
nance shall be deemed guilty of a
misdemeanor and upon convletloa
shall be punished by a fine not to
exceed two hundred ($200.00) dollars
or impiisonment for not more than
thirty (SO) days. Each day of viola-
tion shall constitute a sepacate of
fense.
14. REPEAL CLAUSE: All ordl-
oances or parts of Ordinaness in con
flict herewith are hereby repealed to
the extent of such conflict only.
15. The City Council find* that It

9. That all food and feed kept
within the City of Camden for feeding
chickens, cows, pigs, horses, and
other animals sUhll be kept and stored
in rat-free and rat-proof containers,
pompartments, or rooms unless kept
in a rat-pr,oof buildings:
10. That within the corporate limits
of the City of Camden all garbage or
refuse consisting of waste animal or
vegetable matter upon which rats
may feed, and all small dead animals,

scribed by the Health Officer accord
ing, to existing conditions, and that it
is hereby declared unlawful for any
person, firm, or corporation to dump
or place on any premises, land or

11. That it shall be unlawful for
any person to place, leave, dump, or
permit to accumulate any garbage,
rubbish or trash in any building or
premises in the City of Camden so
