The polls shall be opened at such voting places as shall be designkted at 8 o’clock in the forenoon, and close at 4 o’clock in the afternoon of the day of election, except in the City of Charleston, where the polls shall he opened at 7 o’clock in the forenoon, and in the Cities of Charleston gnd Columbia where the closing hours shall be 6 o’clock in the afternoon, and shall be held open during these hours without intermission or adjourn ment; and the Managers shall ad- ministMs^ tq each person offering to rote oath that he is qualified to vote -atthis election; according to the Con stitution of this State, and that he has not voted during this election.
