WAQM MX AN ORDINANCE To raiM Suppliet for tho CKy, of Camden, S. for the year 1*44: Be It ordained by the Mayor and the Aldenneo of the City of Camden, South Carolina, and by authority of tho same, that the following tazeo he, and the same are hereby leyled, for the current year from the first of January. 1»44, to the Slst.day of De cember. 1944. both Inclusive. Section One: K tax of thirty (30) mills on each and every dollar of real and personal property within the cor porate limits of the City of «Camden, S. C.. from the first day of January, 4M4 Section Two: The tax books for thp collection of the City taxes will be open in the office of the said City Clerk and Treasurer. Camden. South Carolina, on the 1st day of September, 1944, and remain open each day, except Sunday, from 9 a. jn. to 1 p. m. and from 8 p. m. to 4:30 p. m. until the 1st day of March. 1946. The following discounts will be allowed on the payment of taxes: 2 per cent dpring September Net after Sept. 30, 1944. Twenty-five (26) per cent or fifty (60) per cent portion “^of taxes. If so desired by the taxpayer, will be ac cepted rather than the payment of the whole thereof in one payment, allowing the discount in effect at the time of the payment exclusive poesesekm of as much of the defaulting taxpayer's estate, real or personal, or both, as may be neces sary to raise the sum . of money named therein, and said chargee there; on; and after due advertisement, sell the same before the Court House Door In the City of Camden, County of Ker shaw. State of South Carolina, on a regular salee day, and wlthin'the usual hours^of public sale, for cash, and give the purchaser, (upon his comply ing with the terms of the sale) a re ceipt for the purchase money, but not make title to the purchaser until the expiration of twelve (li)' months from the date of sale, if the property sold be not redeemed as bereiiufter provided, and annex said receipt to the duplicate warrant with the en dorsement thereon of his action there under and shall after deducting from the. proceeds of sale, the costs and expenses of said sale, pay over to the City Clerk and .Treasurer the taxes, charges and penalties due and Incurred by said defaulting taxpayer; and upon written notice given, of any mortgage or other lien on said prem ises so sold for taxes, shall hold the excess, if any, until authorized and directed by the proper Judicial au thority as to the mode of disposition, or by wrlllen consent of the default ing taxiMiyer that the said excess be paid over to mortgage or lien creditor, and according to priority if more than one; PROVIDED, that the owner or TNI CAMMN CHil6fM0L|> CANOU, lOUTM CAIOUWA. Outlaw Dies In France Section Three: That when the taxes•“y mortgage^creditor may and assessments, or any portion there-1’''**1'*** twelve months from date of of, charged against any property or party on the duplicate for the cur rent fiscal year shall not be paid on or before the 1st day of January, 1945, the City Clerk and Treasurer shall proceed to add a one (l) per cent penalty on the City duplicate, and the Ci.ty Clerk and Treasurer shall collect the same; if the said taxes, assessments and penalties are not paid on or before the 1st day of February, 1946, an additional penalty of one (1) per cent shall be hdded by the City Clerk and Treasurer on the said duplicate and collected by the said City Clerk and Treasurer; if the said taxes,'assessments and pen allies are not paid on or before the 1st day of March, 1946, an additional penalty of one (1) per cent shall be added by the City CHerk and Treasurer on the said duplicate and collected by the said City Clerk and Treasurer; If the said taxes, assessments and penalties are not paid on or before the 1st day of April, 1946, an addi lionaL pfiMlty Of ono. JD per cent shall be added by the City Clerk and Treasurer on the said duplicate and collected by the said City Clerk and Treasurer: and if the said taxes, as sessments and penalties are not paid on or before the 1st day of May, 1946, an additional penalty of three (3) per cent shall be added by the City Clerk and Treasurer on said dupll cate, making a total penalty of seven (7) per cent and shall be collected by the said City Clerk and Treasurer; that if said taxes, assessments and penalties are not paid on or before the Ist day of June, 1946, the City Clerk and Treasurer shall issue in tJie name of the City of Camden, South Carolina, a warrant or execu tion ill duplicate against said default ing taxpayer in the City of Camden, South Carolina, signed by ber in her official capacity, directed to the C%lef of Police ot the said City of Camden, or some member dt the police force of the City of Camden, South Caro- lina, requiring him to levy the same by distress and sell no much of the defaulting taxpayers estate, real or personal, or both, as qfay bo suffl- clent to satrsfy the City taxes of said defaulting taxpayer, aiqd specifying therein the aggregate amount of all his, her its taxes. Upon the issuing of a warrant or execution against the defaulting taxpayer, the said default ing taxpayer shall pay to the City of Camden the following costs: For the City Clerk and Treasurer, for issuing ^.warrant or execution One ($1.00) Dollar; for the Chief of Police, or other officer serving warrant. Private Jaihes Raymond Outlaw, U. S. Infantry, came to bis death while fighting the Oei^as in France, Aug. 2, according to taformatlon received by his relatives here. Private Outlaw entered the service in Ckmden September 39. 1943, and left for foreign service last May. Prior to entering the service be was em ployed at the Wateree Mill and is the second known employee to give his life for bis country in the present World war. He leaves his wife, Juanita Sanders Outlaw and a son who was born the day >his father sailed for foreign service. He also leaves his mother, Mrs. Mamie Outlaw Hatfield, t^is city. TAX NOTICE The tax books for the collection of lOc making the sale Section Four;- 'Under and by virtue of said warrant or execution, the Chief of Police shall .seize and take such sale redeem such property by paying to the Chief of Police or City Clerk and Treasurer the taxes, cost, penalties and expenses of sale, to gether with six (6) per cent -Interest on the whole amoun^ of the purchase price of said land so sold, and there upon the Chief of ‘Police or the City Clerk and Treasurer shall pay back the refund to the said purchaser the amount paid on his bid, with interest as above stated, and the bid by the said purcl^er shall be then can celled and revoked, the owner or grantee remaining in poaseasion of the said land: PROVIDED FURTHER, That upon failure of defaulting tax payer or other party interested to re deem said land so sold for taxes with in twelve months as stated, the Chief of Pplice shall make title to the pur chaser and put the purchaser in pos session of the property sold and con veyed: PROVIDED FURTHER. That in case of threatened waste or dam age to the prenflses by the'owner or any other party, during the twelve months allowed for redemption, the purchaser at said tax sale, shall have the right to apply to the Court ol' Common Pleas'or a Judge thereof for an Injunction against such waste anc for a receiver to take charge of the property until the end of the twelve months for redemption unless sooner redeemed; PROVIDED FURTHER That whenever any real estate is levied upon for taxes by the Chief oi' I’olice, it shall be his duty, before proceeding to advertise the same for sale as now 'provided by law, to give twenty days written notice of such levy to the owner of each mortgage contained on a list that may be filed with him, (giving the name of grantor or mortgagor, kind of Instrument, book of record and page recorded), the said period of twenty days be ginning to run frqm..the time the said notice is personally delivered or from the date of its mailing when delivered by mail, said notice shall contain a description of the land levied upon, the name of the owner thereof, the y^r or years for which the taxes were assessed and a statement of the amount thereof wRh. accrued costs, and shall be deliversd to such owner elthpr personally or by registered mall with return receipt requested at the address given on said list. The Chief of Police shall keep a copy of said notice, which he shall enter the date the same was delivered, how, where and to whom and shall file the same with the City Clerk and Treasurer; PROVIDED FURTHER.
