Under) It Instead of spending huge sums directly, the government would make loaiiH for self-llquldatlng project?. The' money for these loans would be borrowed by government lending agencies In the open markets, ami It would be paid back over a period of years from the earnings of the projects. The government would guarantee repayment of the money borrowed by the lending agency. However, -the President insisted that the program woulu [not likely cost the government anything. As submitted, the proposal containplates a seven year program, during which a total of over throe billion dollars would be loaned. About $S70,0(>'?,000 would be loaned the tlrst year. The projects financed under the program would bo of tho following types: Nun-federal public works?Water works, sewage disposal plants, bridges, hospitals and other municipal projects. These are similar to the projects now financed through the WI'A, I but whereas at present the governI ment loans 55 per cent and makes an outright grant of 45 per cent, under the new proposal the grant would be eliminated and It would be a straight loan proposition. ; Express post-roads-^elMiquldatlng toll roads, bridges, high-speed highways and city by-passes.
