C., for the Year from May 1,1 1939, to May 1, 1940. j B?* It ordained by Abe Mayor and; Count IIiiihii of the City of Camden. in i Counc il assembled and by the authority of the same. Section 1 Kvery person, firm, company or corporation. engaged on May 1. 1939. in any calling, business, profession or occupation in whole or in part within the City of Camden, as ma> be hereinafter speelflod, shall obtain during the month of May, 1939, | a liconso tltorefor in the manner hereinafter prescribed. Kvery person, Hrm.j company or corporation gninmencing' businoss in said city on or before the first* day of May. 1939, ahull in like manner obtain a license tltorefor before entering upon such calling, business, profession, oh occupation as hereinafter specified. Section 2 Kvery person, firm, company or corporation engaged in or Intending to engage In any calling, business. profession or occupation for which a license Is required, shall ap-! ply to the Clerk and Treasurer of the City of Cauidou for the same?by J whom all such licenses shall be issued. and shall tit lite time of applying, make and sign a written statement under oath, and file it with the1 said Clerk and Treasurer, sotting I fort it: First, bis or iter or its nainel or stylo, the name of the persons constituting such firm or company. Sec-; uid. the calling, business, profession j or oriupation for which license is required Third, the place where such! caiimg, nusmess, profession or occupation in to tie carried on; the amount of capital invested, or the gross annual Income. Section 3 A penalty of fifteen per cent shall be added to all licenses which are not paid during the month of May. 1939. except such as may be-j come due after that time. The witnesses called as aforesaid shall be examined by the Mayor, under oath or affirmation, touching the nature of the business of such party, and everything which may evince the amount I of license tax for which such party I shall be liable. ! From the Information thus acquired the Mayor ahull find and assess the amount of license tax due by such party whether he. she or it attended the investigation or not, and shall j add thereto a penalty of fifteen per I cent., thereof, and should such license I tax and penalty be not paid within live days thereafter, the said Clerk and Treasurer ahall Issue an execution thereof under her hand and the seal of the City of Camden, directed to tho chief of police of the City of Camden, or the sheriff of Kershaw County, in said State and the said chief of police or sheriff shall proceed to collect the said license tux and penalty, by levy and sale of real or jx'rsonal property, as now provided by law for th collection of taxes, tonether with an additional five per ifin. oi me wnote amount, which shall j be the sheriff's or chief of police's | compensation tor making such colloc1 tlon, in addition to one dollar for making such levy, which shall be paid by delinquent without entry or mileago fees; provided, however, that any person or corporation shall have tho right of appeal to the City Council of Camden (notice of such appeal having been given to the Clerk and Treasurer within five days from the time of which such assessment of license and penalty shall have been made) and upon hearing such appeal, tho said Council shall make such order therein as it shall deem Just and proper; and provided further, that in lieu of the remedy above set forth to enforce payment an action or actions may be brought in any court of competent jurisdiction for the recovery of such license tax and penalties.
