('., for the Year From May 1, 1932 to May 1, 1933. B lie it ordained by the Mayor and "'.iiu ilmen of the City of Camden, in found! assembled and by the author >..f the same. Section 1. Every person, firm, company or corporation, engaged on May l, 1'J32, in any calling, business, piof.--ion or occupation in whole or in part within the City of Camden, a- may be hereinafter specified, shall obtain during the month of May, 1932. ;i license therefor in the manner hereinafter prescribed. Every per son. lirm, company or corporation com-aencing business in said city on or before the first day of May, 1932, shall ;n like manner obtain a license therefor before entering upon such caihr.g, business, profession or occu pati^n as hereinafter specified. The witnesses caller! as aforesaid shall be examined by the Mayor, under oath or affirmation, touching ttye nature of the business of such party, and everything which may evince the amount of license tax for which such party shall be liable. From the information thus acquired the Mayor shall find and assess the amount of .-license tax due by such party whether he, she or it attended the investigation or not, and shall add thereto a penalty of fifteen per cent, thereof, and should such license tax and penalty be not paid within five days thereafter, the said Clerk and Treasurer shall issue an execution thereof under his hand and the seal of the City of Camden, dii rected to the chief of police of the City of Camden, or the Sheriff of Kershaw Cqunty, in said State and the said Chief of Police or Sheriff shall proceed to collect the said license fax and penalty, "by levy and sale of real or personal property, as now provided by law for the collection of taxes, together with an additional five per cent, of the whole amount, which shall he the Sheriff's i of Chief of Police's compensation for making such collection, in addition to one dollar for making snoh levy, which shall be paid by delinquent without entry or mileage fees; provided, however, that any person or corporation shall have the right of! appeal to the City Council of Camden (notice of such appeal having been given to the Clerk and Treasurer within five days from tftre time of which such assessment -off license and penalty shall have been made) and upon hearing sach appeal, the said Council shall make such order therein as it shall deem just and prqper; and provided farther,, that in lieu of the remedy above set forth to enforce payment aui action or actions im?iy be brought in any court of competent jurisdiction far the recovery <of such license tax and penalties. And provided ftarther, tthat any person, .firm, company or corporation vwho shall carry on, or attempt to carry on any calling, business, profession or occupation without a license as herein required, or who shall neglect or refuse to give the information required or to answer such questions as may be required or who shall fail to attend before the Mayor to be examined by him when so requirod, as provided in Section 2 and 3 of this ordinance may be deemed guilty *6f a violation thereof before the Municipal Court and may be fined not more than One Hundred Dollars, or be imprisoned not exceeding thirty days. Seftion 4. All license granted under this ordinance shall be posted in a conspicuous place, except in case of vehicles for hire, which vehicles shall ha*, placed upon them metal badges wiln the number of badges and the license year marked theraon, such badges to be furnished by the Clerk and Treasurer upon payment of the license tax. Failure to display such badges will subject the persons owning or using the same to a penalty of not more than Fve Dollars or imprisonment not exceeding ten days. The license granted under this ordinance shall at all times - be subject to inspection by any officers of the City of Camden and no calling, business, profession or occupation shall be carried on elsewhere than the place named in this license therefor, unless authority be granted by the Clerk and Treasurer, which authority shall be endorsed on the license. Section 5. All licensee granted under this ordinance shall continue in force until the first day of May A. D. 1933, except such as are written for a shorter period, as .may hereinafter be provided. The City Council reserves the right to revoke any licenses for any cause which to them may seem to be justSection 6. The following sum or sums oi money are required to be , paid to the said Clerk and Treasurer for a license to carry on the business, calling, profession or occupation in whole or in part within the limits of the City of Camden, as in each case specifically appears. Section VIII. Wherever in this ordinance the terms "persons, Arm, company, corporation or party" aro used, the same shall include not only the principals, hut in their absence shall include any agent, 'clerk or employee having charge, management or control of the business, calling, occupation or profession referred to, and such agent, clerk or employee shall be subject to the penalties herein imposed for failure to comply with the terms and requirements of this ordinance, in the same manner as if he, she or they were principals or proprietors. ,Section IX. This ordinance shall go into effect on and from the first day of May A.
