representing the state, has already
disposed of a number of cases,
i the majority being for violation of
the prohibition law.
The case of J. P. Wheeler and Harold
Wheeler, charged with assault and
battery with intent to kill, which was
H granted a'change of venue from Williamsburg
to Clarendon county at the
Kings-tree court, was decided yesterday,
committing them to the state
hospital for thirty days.
Harold Wheeler was accused of
placing cross-ties on the Atlantic
Coast Line railroad tracks a mile
north of Cades last November, nearly
causing the wreck of a passenger
train. While under arrest by Sheriff
Gamble, Wheeler shot the sheriff in
.B the face, inflicting a severe wound.
<'.B Wheeler escaped to Savannah, Ga.,
and later was arrested and brought
back to South Carolina. The trial of
T. M. Mouzon, cashier of the defunct
Hank of Manning, on charges of
B breach of trust with fraudulent inV
tent, started Tuesday and is still in
B progress.
Three Confess To Murder
Macon, Ga., March 29.?Placed on

B cotton broker, was shot and killed on
B March 16, three men, all escaped convicts
from Florida, who were brought
g tu Macon yesterday from Knoxville,
Tenn., confessed, according to offiI
cers, that they were the ones who
killed Hogifcfir~ " * ?
The men were Jack Kenton, alias
I Kelly, of Toledo, Ohio; Bradley Mcintosh,
alias George Hall, of Newbern,
N. C., ftnd Bernard Shrayer, of
New York and Boston. Previously
they had maintained their innocence
I - of the murder charge, but admitted
that they had stolen a number of
H automobiles after escaping from a
B Florida chaingang some thirty miles
B south of Tallahassee on March 15, the
B day before Hogan was killed.
B The confession came slowly, and in
B slightly different versions. First,
B each man gave, his story of the afB
fair, voluntarily, before A. Emmett
B Barnes, official court reporter, and in
B the presence of officers and a number
of witnesses.
Coincident with these confessions
B announcement was made that Mrs!
B Eva Tanner, companion of Mr. Hogan
on the fatal ride through the lonely
road in Oreco Heights, was released
from the Ribb county jail, where she
bad been held for nine days.

ed and encouraged by a heavy living
expense, will blow "spasmodic thrift
into smithereens." It seems strange,
but the most frugal of us need the
restraining touch and urge to successfully
accumulate.
One of the most valuable influences
of the day toward systematic
saving is the building and loan association.
It has occasionally been
criticised for its most valuable asset
?its slight compulsion. Practically
all building and loan associations permit
withdrawals, and there ure none
that will not gladly comply in cases
of extreme emergencies, yet the slight
urge without penalty?the partially
binding nature of the building and
loan association?is its one most valuable
means of building estates and
of encouraging systematic thrift.
Building and loan associations, long
since accepted for their service in
lending and building, have a still
greater service to offer?a service
comparatively unappreciated. They
offer the young man or woman of
moderate means opportunity to save
safely, wisely, co-operatively, systematically,
and they furnish just that
urge that is needed for stressful (
saving. Incidentally the income resulting,
the utility of the saving i
amassed, and the convertibility and \
marketability offered by the building 1
and loan associations are excellent, j
It would be difficult to find a better
investment. , <
Every community in our common- '
wealth should for the cake of its own '
stability, have a building, and loan \
association, and we as citizens, with ]
a view to encouraging systematic *
thrift, should never lose an oppor- |
tunity to support the building and j
loan idea. ,

Mouzon Gets Pen Sentence }
Manning, March 23.?T. M. Mou- (
zon, the former cashier of the Banx '
of Manning, which closed its doors
December 1, 1926, received his senI
tence from Judge^ Mann this after- ,
noon to serve in the state penitentiary
not less than two years nor more than 1
four years. A notice of appeal was
made by his attorneys to the supreme
court which will stay the sentence
for twenty days. The trial of Mouzon
was for breach of- trust and
fraudulent intentions.

collections made on assessments evidenced

shall be kept in a separate
fund and shall be applied solely to
the redemption and payment of said
certificates together with the interest
thereon as the same become due. The
redemption and payment of said certificates
shall he at the Hanover
National Bank, in the City of New
York, N. Y., and the certificates and
interest coupons shall so state; there
shall be attached to said certificates
interest coupons evidencing the interest
due on respective interest paying
dates, which coupons, respectively,
shall be surrendered upon payment
of interest; the fac-simile signature
of the City Clerk lithographed
or engraved on said coupons shall be
sufficient signing of the same.
Sec. 4. In the event that in any
year the collections on assessments
are not sufficient to meet the payment
of the certificates than maturing
together with interest then due on
all oustanding certificates, a direct
tax shall at oncu be levied and collected
on all taxable property in the
City of Camden sufficient to raise
the amount of money necessary to
supply such deficiency; said tax to
be levied and collected in the same
manner as other City taxes.
Sec. 6. The form of said certificates
of indebtedness and the interest
coupons attached, and the assignment
thereon and guarantee thereof shall
be substantially in the following
form, provided, if any change in the
detail of this form is desired by purchaser,
such change is authorized to
be made by the Mayor and CityClerk,
