The main recommendation* made I
by the committee for eliminations of
government functions are as follows.
Abolition of the department of
agriculture, commerce and industriea,
its duties to be devolved upon various
other departments, the warehouse
commissioner, Clemson College, the
board of health, and the state veteri
narian.
Abolition of the board of public
welfare, its duties to be placed on the
penitentiary board, the superintend
ent of education (investigation for
scholarships), the state board of
health, bnd the regents of the jitate
hospital.
Abolition of free scholarships, fox,
state institutions and the creation in
their placfc of a revolving student loan,
fund, with a fifty per cent increase
of the tuition fees in colleges.
An act to place the engrossing de
partment of the legislature under the
joint direction of the attorney general
and the clerks of the legislative bodies
and induction of the personnel of this
department.
That an act be passed requiring
that state funds be deposited in banks
from which interest is received on
the average daily balance.
I That an act be passed requiring
state loans to be secured without con
dition and that depositing of state
funds be undej- the direction of the
1 finance committee.
tThat the regulation of motor busses
be placed under the railroad commis
sion rather than under the highway
commission, as it is now.
Th^t the law on appointment of
game wardens be amended so that
the governor shall appoint on recom
mendation of the chief state game
warden with the approval of the leg
islative delegations.
That the secretary of the historical
commission be directed by legislative
resolution to clean up the papers and
records now in a state of disorder in
the basement of the capitol.
That the office of hotel inspector
be abolished.
That the code commissioner- be
directed to get out the acts of the
legislature within the time specified
by law.
That tho keys of the two halls of
the legislature be turned over by the
sergeant-at-arms to the state librar
ian, that the halls may be entered for I
official purposes when the legislature
is not in session, without the neces
sity of the sergeant-at-arms coming
to Columbia.

the applicant*, together with their'
school district*, that auto mob jjes may
be properly entered for taxation.
That the authority of the joint com
mittee on printing be extended, to,
allow it to make certain other pur
chases for the state government. '
In addition to these recommenda
tions, the committee makes the fol
lowing suggestions, which it label*
''other recommendations":
That An appropriation be made for
thorough audits of the offices of cer
tain counties, whose affairs are ap
parently in "unsatisfactory candid
tion."
That no appropriation be made'
this year for "inspection of mill
schools."
That facilities be provided at State
Park for colored patients now at the
State Hospital, to make room foi;<
more patients at the hospital.
That the county chaingang system
be 'abolished, ^ounty prisoners to be
taken care of at th& penitentiary.
. That a new income tax law be en
acted, independent of the federal law.'
That the appropriation bill be in
troduced in the legislature each year
within three weeks after the conven
ing of the assembly.
That individual appropriations be
made for light and water used by the
various departments and institutions

That the school of pharmacy at the
Medical College at Charleston be com*
bined'with the. school of pharmacy
at the University. ,
That the personnel of the state
highway commission be -reduced from
fourteen to not exceeding seven.

is also announced, in which he rec
ommends the following:
..To consolidate the office of com
missioner of agriculture with that of
warehouse commissioner and make it
elective.
To consolidate the office of insur
ance commissioner with that of state
bank examiner, and make it elective. t
To reduce the railroad commission
to three members.
To reduce the state highway com
mission to three members, each to
be elected by the people, gasoline tax
money to go to the counties for road
work.
To abolish the budget commission.
To abolish the state tax commis
sion. >.
To consolidate the board of fish
erlea with the gume warden's office.
To put the work of the historical
commission upon the histor^ depart
went of the University,
To devolve the duties of the board
of health on the state^ medical col
lege.
To abolish the board of charities
and corrections,
To reduce the salaries of all state
offices and employes.
To abolish the committee of print
ing and devolve the duties on the
legislative committees on printing.
To abolish the committees of print

islative committees on printing.
To abolish the "nuisance taxes."
To abolish the inheritance tax and
make income tax one-third of federal
or abolish It altogether.
To abolish the state prison farms,
