Townsend, in the room when the de
vision was announced.
? r The huit was the outgrowth of the
publication in the Columbia Record
on March 11, 1021, of an alleged
facsimile of a letter tfaid to have been
written by Senator Duncan to Mr.
Robertson requesting a loan of
925,000. Accompanying explanatory
matter, the plaintiff contended cre
ated a libellous implication.
it was contended by attorneys for
the plaintiff that the juxtaposition
of an account of a spcech by Son ?
ator Duncan attacking Mr, Robert
son and t ht? Record, the alleged fac
simile to the effect that a loan had
been requested of the Columbia bank
er, and the explanatory matter stat
ing that the loan had been refused,
created an impression in the minds
of the readers of the newspapers that
tended to impugn the character of the
senator, a member of the state canal
commission.
Notice of a motion for a new trial
was given by defense attorneys be
fore the court adjourned for the day.
The motion will be argued tomorrow
before Judge Townsend, it was stated
tonight by J. It. S. Lylcs, of defense
counsel.
Attorneys for the defense contend
ed that evi l y Tact set out in the issue
of the newspaper was true and cor
rect and as such they were not ac
tionable for libel.
Mrs. Kugetrc 0. Ingram, of Colum
bia. after two previous mistrials, was
found guilty at Charleston Friday of j
having sent obscene and anonymous j
letters through the United States J

AN ORDINANCE
Providing for the Innoculation ?f
Dogs Against Rabies.
Be it ordained by the Mayor and
Aldermen c*f the City of Camden,
South Carolina, at Council assembled -
this 4th day of May, 1925, and by
the authority of same:
Section 1. That annually during
the month of May of each year, ii
eluding the year 1925, the owners
of all dogs within the City of Cam
den shall bring said dogs to an of- '
ficer designated by the City Council
of the City of Camden for the pur
pose of having said dogs innoculated 1
against rabies, the owner of said dog .
to pay the cost of said innoculation.
Section 2. That there shall be
furnished the owner of every dog in
noculated a certificate showing the
date of said innoculation, and no dog
shall bo allowed to remain within
the city limits- of the City of Cam
den, unless the owner of said dog
can produce said certificate of in
noculation or other satisfactory proof
of innoculation under the terms of
this ordinance.
Section 3. That the owner of any
dog violating the provisions of this
ordinance upon trial and conviction
before the Recorder of the City of
Camden shall be fined not less than
Five Dollars ($6.00) or more than
Fifty Dollars ($60.00) or imprison'
ed at hard labor upon the public
works of the City of Caniden for, a
period not exceeding ten days, and
any dog not innoculated under the
terms of this ordirtarjfce shall be
killed by order- of the' city authori
ties, after five days' notice to the
owner of said dog to have said dog
innoculated.
Section 4 All Ordinances or parts
of Ordinances inconsistent herewith
be and the same are hereby repeal
ed.
