Mr. Hr Martinet, an American globe
trotter, who started from Seattle,
Wash., on April 10, 1020, on a hiking
tour of the world. He reached India
in May of this year, and is proceed
ing from there, through Calcutta, to
Burma, China and Japan, thence back
to America. He is accompanied by

Kato's initial pledge of military re
trenchment and administrative econ
omy, sharp cuts In the army program
were announced a day after the aj>
proval of a naval schedule which
lopped off 13,89.r) tons from former
plans.
Reorganization plans providing for
a reduction of the army by 56,000 en
listed men, a cut of more than 20 per
cent, were proposed by the war oftlce
and approved by the cabinet.
Decreases In the number of compa
nies, squadrons and batterlos In an
army composed of the same number of
divisions as formerly, but listing 217,
000 men in place -^of its present
strength of 273,000, will effect a sav
ing. It is estimated, of 259,000,000 yen
($129,500,000) In 12 years and 25,000,
00O yen thereafter.
Heavy artillery corps will be in
creased slightly, as will railway, tele
graph and aviation sections, and In
fantry will b? supplied with a larger
number of machine guns, with reault
ant expenditure of 23.000.0(W) yen over
a 18-year period.

Killed By Train.
Spartanburg, August 11.?-Tho re
mains of Willie Ilowell, who was run
over by a freight train Tuesday night
and rushed to Ahgusta to tho Univer
sity hospital, dying there yesterday
morning, were brought to the elt.v last
night by his father, .Miles Howolt, and
the funeral was held at Hauoy burying
ground at 11 o'clock this morning.
Young Howell, with two other young
men. had loft a detention home and
qft Htrfubln.s had gone under a box car
ami lay down to sloop. The car was
on a seldom used siding, it was said.
While they wore sleeping a freight
engine hacked up ami connected with
the car. Howell's Injuries consist of
badly mangled log^ with body bruises
and probublo internal Injuries.,, His
companion suffered only minor inj.u
