i Carolina, ami hy the authority of the
game :
?Section 1- That to provide for tho
payment of the cost of permanent Im
provements on the streets and side
walks ?f tihe City of Camden, there
whall he levied upon the owners of tho
property immediately abutting on the
rftireet* and sidewalks, or parts of
either, *<> improved, an assessment In
proportion to the frontage only of such
property On such streets or sidewilks
or fiartM of either, so Improved, and
not erceoeding In the aggregate one
half (1-2) the cost of such improve
ment: Provided, That no assesmnent

erty owners until such improvements
have been 'ordered, pursuant to such
ordinance, and the written consent,
signed and filed with the said Clerk of
Ihe City of Camden, of no less than tAVo
thirds (2-?'l) of the owners- of the
property abutting upon streets, side
walks, or parts of cither, (proposed to
he improved, an<l the provision made
for the payment by the corporate auth
orities of the said City of Camden, of
not less than one-half the costs of surti
improvements.
Section Two ? That the owners of
the property immediately abutting on
eald streets or side-walks. ' or parts of
cither, so improved shall at the time
?tic.h assessments arc made pay one
eleventh (Mi) thereof to the City
Treamirer of the City of Camden,
South Carolina, and annually there
after shall pay tho said City Treas
urer one-eleventh of said assessment
for ten (KM consecutive years, to
gether with interest from the date of
fcuch assessment, at the rate of six per
cent per annum.
Section Three-- That the assessment
ho laid shall constitute Hud be a lien
upon the property so assessed, and pa.t
inent thereof may he enforced as the
payment of any city taxes Is enforced.
Said assessment to be entered up?>n
the hooks of the < * 1 1 y Clerk, entitled
?'Assessment Liens," stating t'he names
of the owner*, location of the proix?rty,
and the amount of the assessment and
Ihe time of payment. The said liens

said hook until the expiration of five
>cars from the date, when final pay
ment Is due and payable, unless sooner
paid. That Upon default In the .pay
ment of any Installment or the portion
of any assessment at the time, and in

amount then unpaid (including defer
red payments of installments and in

and collectible as City and Town taxes

grantees of any property, or part of
same. sold or transferred after said
assessment having been laid thereon,
