Section II. A penalty of fifteen per

this girl around to cabarets be has to
have more money. It is an easy step to
stealing. If he doesn't get. the money
the girl will go with someone else. At
that age he thinks be must have her.
"When lie steals he learnb there are
organized gangs of thieves. He finds
they have their own lawyers, their pro
fessional bondsmen 'and professional
witnesses. When he belongs to a gang
he has a good chance to get off. Tlay
ing a lone hand he is a mark. He gets
in with the gang. Thousands of boys
are doing It today. Girls are demand
ing more. Fine clothes awl fun is their
life. If a man has a good home, a good
mother or wife, be rearely goes wrong.

whiskey robbery said he had "never
even cheated on his income tax" until
