The Telephone Question In the matter of telephone rates the burden of providing that the increase wu? Justifiable is on the company, ex cept In so far as the railroad commis sion has assumed it. Costs are de clining. Wages have declined, and. despite artificial measures to prevent, they will decline further. Coal, Cop per. timber and other materials used by the 'telephone company are ohea|?cf now than they were a few months ago, and they will be still cheaper. The commodity at the. base of the business of South Carolina is cotton and it Is selling at a price less than one third that prevailed a year ago. 1 'It liua teiy, nut of- Cotton telephone talcs, for the most part, will be paid by South Carolinians. Common sense tells everyone that the telephone com pany Is required to set forth an extra ordinary case if an Increase of rates, following other Increases 'in recent years is to be defended at this time. Speaking bluntly, the telephone com pany :m ust be conceded the possession of audacity in adopting its course. To ask the privilege of imposing an addi tional tax on a large part of the ipitbllc at the moment when other members of the public are required to sell for less at a glance Impresses the oil-looker as not short of impudent. A "glance" does not always suffice to ascertain facts. The State is not saying that the company falls to pre sent an extraordinary case. The Stnte docs not prejudge its contentions or suggest that they should have been dis missed by the railroad ?commission. Between a public utility corporation and a private con cern is, to be sure, u distinction. , The earning* aud profits 'of utility com panies are subject to legal regulation and limitation. The telephone usera, when they a* notable, should not be concerned exclu sively with the consideration of rates. To. the public utility company the pub He owoh a duty in respect of fho wages it pays. Two years ago telephone operatives struck. What did the pulbllc know about the rights or wrongs of their contention?- It should "have known about them. It ought not to stand by ond accept aervlce, taking for granted that the young women who lurnlsh It are properly paid. It is pos sible that, even with the Increase of rates, the telephone user is obtaining service at a price that will not allow decent compensation to the telephone worker. If there be ground for com plaint about the quality of service, there is reason for inquiry into the wages of those Who -serve. For all we know, we are getting more for our money than we have a right to expect.
