The report was drawn up by Ferdinand
Larnaude, dean of the Paris law faculty,
and Dr. A. O. deLapradelle, professor

the extradiction of the former German
ruler cannot be refused, as be is not
a political refugee. To report says: .

with conspiracy. Crimes of war are
crimes of public law and international
law, not political crimes."

by establishing 'that no penalty is pos
sible against a nation any more than

"The emperor, in the flrat place," says
the report, "as king of Prussia is presi
dent of the confederation by virtue of
a special law in which human will does
not enter. The German sovereign de
pends only on God and the sword. With
such a conception of power it would
be unjudicial to the highest degree to
allow the emperor to escape responsi
bility for his actions; his responsibility
for the war for which under the consti
tution, the decision belonged to him
alono; his rcsponsibilty for violation of
Belgian neutrality, which was willed by
him ; his responsibility for acta of ter
rorism by his troops, which he willed
and ordered."
The report quotes a letter from the
former emperor to the emperor of Aus
tria in the early days of the war, in
which the German emperor wrote!

Be it ordained by the City Council of
Camden, South Carolina, in due session
assembled the 2nd day of December,
1918:
Section 1. There Hhall be collected
from cach and every Fire Insurance,
Company, doing business within the City
of Camden, Boutli Carolina, or agents
of said companies, license by the in
surance commissioner, the license fee of
2 per cent of the net premiums in the
said Cfty City of Camden, by said
companies or its agents, for said fiscal
vear. Said fiscal year to run from the
first day, of January to the first day
of January, succeeding year.
Section II. That any person violat
ing the provisiona of this ordinance
shall, upon conviction, be fined a sum
of not more than one hundred ($100.00)
Dollars, or be imprisoned for not more
than thirty (30) days, and that such
imprisonment, may, at the discretion of
the Recorder of the City of Oamden,
quireinent of hard labor on the streets
of the said City.
Ratified in Council Assembly this the
2nd day of December, 1918.
