In the next week or so and upend some
time there and in that section. Mr.
Harris, who was formerly director of
the census, Is a (jeorglan. and has an
intimate knowledge of the cotton husi
lies.
It is claimed hy.Aome that the large
cotton operators of the South, who
supply Hie mills with cotton, have 'mi
agreement by which they will not buy
Cotton In territory conttnguoUH to the -
mills, and ttiat at points wlicre this
agreement Is In effect the mills have
?control of the market ami that as a
result there Is a depression of prices.
It Is claimed that cotton sells at high
er prices at points where this agree
ment Is not hi effect. Itepresentutlves
of the trades commission will look into
this, as well as Into tho practice of
some of the mills of buying cotton at
an average-price instead of buying each -
i bale according to grade.
i Mr. I i row lie says there has been much
complaint as to the Anderson cotton
[ market for several years, a ml that he
, Is anxious to find oill just what ground
; there Is for these complaints, and be
lieves this caii be best accomplished
through an Investigation by the trades
commission under the authority given
It by congress. "We are not esi>eclally
anxious for the trial and conviction
of anybody" he said, "but We want to
know Just what Is the matter. Every
body at Anderson knows that cotton
has been selling there for less than at
many nearby points, and this shows
that there is something wrong. Jf we
?can get the evil removed and tho cot
ton market free from the depression,
we will be satisfied, but we do want
that done and we want it done quick
ly. We liellove the trades commission
has the jiower and authority to And the
cause of the trouble, and to put a
stop to It, and we have appealed to _
theiu for help. \That Is all there Is to
It." '
Commissioner Harris asked many
questions un to the situation, and
showed a deep interest In the matter.
*'If there has been a division of terri
tory for Iniyiug cotton," he said, "it
1h nndonhtedly a violation of the law.
It Is the duty of the trades commki
wjon to assist ? in the enforcement of
the law, and that is our interest In
the matter. We will l?e glad to have
the help and co-operation of the peo
ple in the communities affected, so that
we may get at all the facta."
The commission has had similar com
