Source <?f Supply.
The source of supply which is
<'er:' e< Jointly from a group of
springs, known as Johnson Springs,
and tlie eollecting pond in the v i
cinity of said springs, is consider
ed to be a very at tractive and
nltogether satisfactory source of
supply within the limitations
of its capacity. The springs
and ponds are amid sand hill sur
roundings with but very minor and
Unimportant possible source of sur
face pollution. These are suscepti
ble of easy elimination by cutting
a BUrfaco ditch on either side of
thq pond, one In the rear of the
Bull premises and one from the
roadway on the opposite side, each
extending to a point below the pond
In my judgment it is manifestly
fni possible and certainly Impracti
cable to gathor the water direct
from the springs in sufficient quan
tity to constitute a satisfactory wa
ter supply, but rather the only
practical way of utilizing the wii
(ter from these springs as well as
other springs in the vicinity,

subjected to a modern and efficient
process of filtration, and in lorder
to remove any vegetable stain that

Mechanical ICqiiippmeiit.
The pumping equlppment at - the
power station consists of two
Cioulds Triplex 8 1-4 x 10 - inch
pumps, one of which Is operated by
an electric motor, the other by boil
er and engine.
The test of the displacement of
one of these pumps was made when
operating at the normal speed at
which I was advised by your super
intendent was -the usual rate of op
eration. The result was found to
be approximately 200 gal, per min
uto, or 300,000 gal.' per day of 24
hours. I was advlaed by your supen
Intondent that the "water pumped
per day was equivalent to the op
eration of one pump at this rate for
10 hours, which according to my
measurement of the pump displace
ment amounts to about 120,000
gal. per day. . ' m
Tho water delivered * by these
pumps is discharged iuto the pipe
lines through the elevated tank
near by, "which, whilo apparently of
ample capacity for present condi?
K Ioiik, yet appears to have too close
a factor of Bafety and It is thought
important to supplement It by means
of a stand-pipe erected to a simi
lar height" at such a point near by
where land may be available .for
this purpose.
The filter plant, as located rela
tive to the Btorage pond and the
clear water reservoir, was tested
for capacity and was found to have
a yield of approximately 2 50.000
galj per day when the clear water
reservoir is kept down to a low
level. The filter plant was found
to he badly located in Its relative
elevation to the clear water basin
In that it materially reduces the
storage capacity of the reservoir
when the filter Is operating at Its
normal rate.
Tho filter Is deficient in any reg
ulating apparatus, but this deficien
cy is well taken care of by the lim
ited discharge of the supply pipe
and the reduction of head on the
discharge by reason of the water
level in tho storage reservoir.
The absence of any coagulant pre
liminary to filtration must of ne
cessity manifest itself in the filter
ed wator through tho slight stain
duo to vegetable organic matter,
and at times when excessive nitro
genous content is found in the fil
ter effluent, however, the sever.il
analyses made of tho water by the
Chemists of tho State Hoard of
Health show the water to be
paratlvely wholesome and genera"^
attractive for domestic used.
The storago reservoir for f 11 * o e<\

of 175,000 gal. which Is consideiod
ample for the present and until th?
requirements of the town are very
substantially Increased beyond tho
present consumption. Only about
half of this otorage capacity can

make the following recommenda

riod, I find it difficult to differen

the order of their importance as
presented. It appears to me that
