It ia expected at thin picnic that ma
ny of the iadlea and children hh
well ait the men of tlit* county will
come together. At the meeting of
the Camden Chamber of Commerce
held laat Wednesday evening, the
picnic wuh discussed and favorable
Action taken by thai Important bo
dy. They decided to appoint a com
mittee to 90-operate with the fra
ternal orders in getting up the pic
nic, A cordial Invitation waa al
ho extended the Kershaw Guards,
which 1m composed of u number of
choice young men of thu town and
county, to appoint u committee and
be a part of the picnic committee
of thu whole.

Marriage License Law.
Notice 1m hereby given that the
marriage license law enacted at (lie
last' session of the legislature goes
Into effect July 1, lull, and Ih uh
follows:
Section 1. lie It enucted by the
General Assembly of the Htate of
South Carolina: That from and af
ter the flrHt day of July, 1911, It.
shall' bo unlawful for any persons
to contract matrimony within this
Htate without first procuring a li
cense, u? iu hereinafter provided;
and it shall ilkewlHO be unlawful
for sny one, whomsoever, to per
form the marriage ceremony for uny
uuch personn without said persons
first delivering to the party perform
ing said marriage ceremony a li
cense, as la hereinafter provided,
duly authorizing the said persona
to contract matrimony. Any officer
or porson performing the marriage
ceremony without the production of
such license Bhall, on conviction
thereof, be punished by a fine of
not more than $100 and not ieaa
than $2G .or imprisonment not more
than thirty duya nor Iobh than ten. j
Sec. 2. For the purpose of car-1
ryiug out the foregoing provisions, j
the Judge of Probate nh?ill lasue a
license for the marriage of any per
sons upon the payment of a foe of
one (11.00) dollar therefor, and a
statement under oath, or affirma
tion,' to the effect that the persona
Booking to contract matrimony are
legally capacitated to marry, togeth
er with the full names of the per
Boiifl, their ageB and places of real
donee. Of the fee of one ($.1.00)
dollar the Judge of l'robate ahall re
tain twenty-five cents as Ills com
pensation; the remaining seventy
five cents shall be paid Into the
County treasury and go to the
school fund of said county: Pro
vided, No such license shall be Is
sued when the woman or woman
child Is under the age of fourteen
or the man or male is under the
age of eighteen.
Provided .further, That when elt.h
er party to the proposed marriage
shall be / under eighteen years of
age and shall reside with father or
mother, or other relative or guar
dian ,the Probate Judge shall not
issue a license for such marriage
until the consent of such relative
or guardian in writing shall first be
delivered to him: Provided, That
such license shall be Issued in the
counties of Beaufort, Colleton, Dar
lington, Georgetown ,Horry, Oconee,
and Sumter by the Clerks of
Court.
Sec. 3. That upon the back of
each license so Issued there shall be
a blank to be filled out by the par
ty performing the marriage cere
mony, and shall be signed by both
contracting parties, and the form of
license and certificate shall be as
follows: "Marriage License. State
of South Carolina. County of. . . .
Whereas, It has been made
to appear to uie Judge of
Probate for County, upon
oath, that of and
of ...... . are legally ca
pacitated to contract matrimony,
and that their ages are reapect I vely
.... . years and months, and
their race is and their na
tionality Is These are.
therefore, to authorize any person
qualified to perform the marriage
ceremony for the persons above
named, and for the so doing this
shall be sufficient warrant. (liven
under my hand and seal this

I did this day perform the
marriage ceremony for the within

Sec. 4 It shall be the duty of
the p^rty perforinltiK 'he marriage
ceremony to take the marriage li
cense and fill out eertificate of
marriage and within fifteen days
turn the same over to the Judge of
I'robate who issued it. and It shall
he the duty of the Judge of Probate
to record and index same in a
book kept for that purpose; and
It shall he the duty of the Judge of
Probate to issue a certified copy of
said license and certificate to any
person upon such person paying him
the sum of twenty-five cents as a
fee therefor
Sec. r>. That all fines Imposed
and recovered for any violation of
this Act shall he paid to the County
Treasurer and credited by him to
the School Fund of the county In
which the violation occurs.
Sec. 6. Nothing herein contain
ed shall ronder any marrlge Ille
gal without the Issuance of a li
cense.
Sec. 7. The production of such
certificate or a copy thereof with
the blanks on the back thereof
properly fllekl out and signed by
the person performing such cere
mony and certified by the Clerk of
Court or Judge of Probate, If Is
sued by that officer, shall be re
ceived as sufficient evidence In
proof of the contract of marriage
between the parties thereon nam
ed in any of tbe courts of this
State: Provided, That nothing in
this Act shall prevent proof of mar
riage in any way now allowed by
law In this State.
Sec. 8. . Tbat only ministers of
the goepelOr accepted Jewish Rab
bi and officers auttforttad to admin
ister oaths I* this 8tat? are au
thorised to administer a marriage
ceremony in this State.
