LABOR CONTRACTS INVALID.
Many Important Decisions Are Hand

Court.
Wauhlugton.?The Unlit of t,he Fed
eral government to have the "labor
contract" law of Alabama declared un
constitutional finally met with auc
ceun when the Supremo court of tho
(Jlitted States held the law Invalid.
The government claimed that tne law
reduced hundreds of negroes to a 'state
akin to peonage.
The question of. the constitutional
ity of the law was rained In the case
of Alonro IJalley, a negro laborer for
the Klverulde comiiany. The law made
It a misdemeanor for auy person to
enter Into a contract to labor, re
ceive advance pay and then fall to do
the work without refunding the money
advanced.
The breach of tho contract was
made proof on t'ne face of things of
Intent to defraud and under a rule
of Alabama law, the laborer was not
permitted to rebut this proof by tes
tifying as to his unexpressed Intention
at the time of making tho contract.
Justice j-iughes, who announced tho
opinion of the court, wald the court at
th? outset dismissed the point that
Ilalley waa a black man, because there
was nothing In the Btatute that dl8
closed a discrimination against ne
groes.
Washington.?Tho bank guaranty

such a policy.
Washington.? Dy unanimous decis
ion, the Supremo court of the Uailted
States decided that tho Federal gov
ernment could not maintain the so
called "Panama canal libel suit"
against the Press Publishing compa
ny of New York, In the Federal courts
of New York.
In effect, the decision was that the
Federal court had no Jurisdiction over
the alleged offense, because the case
might have been brought In a state
court. (
In effeet, this llbol was tne publi
cation of articles stating that Charle3
P. Taft, Douglas Robinson and VVI1

the government claims thw common

a connecting carrier, was upheld by
the Supremo court.
Tho case doclded by t&s court was
