Section 1. Bo it resolved by the Gen
oral Assembly of tho State o I South Car
olina, That the following amendment to
the Constitution of the Stale of South
Carolina be submitted to the qualified
electors of tho State at the next general
election for Representatives, and if a ma
jority of tho olectors qualified to vote for
members of the General Assembly vot
ing thereon shall vote in favor of suoh
amendment, and a majority of each
branch of the General Assembly shell,
after suoh ei^c.ion, and before another,
ratify (aid amendment by yeas and nays,
that Section 7, Article VIII relating to
bonded indebtedness, Ue amended by ad
ding at the end thereof the following
words: Provided, That the limitation*
imposed by this Section and by Section
(V, of Article X. of this Constitution, shall
