Vigorous defense of States' ?? iuI:I -
in dealing with violations of civil
rights or with special Stale elections
where troops are called into service,
served to enliven the debate in the
House of Representatives in connec
tion with the consideration of the bill
to endit'y the penal laws of the Fnit
ed States. A number of Democrats,
mostly from the Southern States,
strenuously sought bv amend
ment to reserve to the States them
selves discretion as to the <|ualilica
tions of voters or of persons to serve
on juries, and to limit the powers of
Federal judges in certain cases, but
every attempt failed. The K'cpuhli
cans presented a solid front and tlu*
votes all were on party lines.
1 he bill was still under considera

Tho Penal Code Bill.
The Senate did not receive a reply
from tin* Se-eretarv of the Treasury
to i's resolution <?:?11?11<_c for informa
tion concerning the financial situa
tion, a? had heen promised and in its
absence Senator Aldrieh assented to
the passage of Senator Culberson's
resolution on the same subject. The
!*esn'utu?n was adopted.
Tin Senate passed a joint resolu
tion reducing-from 10,07M to
$1 1.055.492 the war indemnity of the
United States from China, growing
out of the Uoxer distuibailees in 1900.
The remainder of the session was
devoted to the discussion of t lie penal
code bill.
In tho House.
So persistent have been the efforts
in the House of Representatives to
amend the bill codifying the penal
laws of the United States, that the
committee on tho revision of the laws
consented to let down the bars, and
as a result the measure was changed
in some important particulars. l'he
pacific Attitude of the committee in
this regard served to modify the op
posing members.
When the Jlouse at 4:50 p. in. ad
journed there were pending a num
ber of other important amendments.
The portions of tho bill which at
tracted the most attention were those
covering Senator?; and ^lerubcrs. ai^l

to the amendments touching those
questions that tho House will devote
