A Mistrial Ordered.
Wilmington, Special.?After being
out ;"i(j hours, and three times having
notified the court tliat it was impos
sible for them to reach a verdict, a
jurior was drawn and a mistrial was
had in the ease of Lot/nie Snipes,
charged with the killiiHM>f W. L. Wil
liams in this city last September. It
is learned on high authority that the
jury stood 11 to 1 for acquital.

My reference to the petitions and
oilier papers liled in the foregoing
eases your excellency will observe
that the action of the hoard was
based* upon the recommendations < f
numerous citizens in the respective
countie? and also upon Hit? earnest
recommendation t>l thil prosecuting
solicitor in each case, and upon the
recommendation of the trial judge in
every ease save one. In this latter
ease the petition was supported not
only by the crtizens of his county, but
by the citizens and 'representative
men in all of Hie adjoining counties,
whereby it appeared that the majesty
of the law had been fully vindicated
and the ends of justice met.
Commutation of Sentence.
The board recommend commuta
tions in the following- eases:
John Brigman?Richland, burglary
at common law; five years in (lie pen
itentiary. I he board recommends
that the term be reduced to one year
in the penitentiary.
2. Tenah Truesdalp ? Kershaw
county, manslaughter; three years ?n
the county jail. The board ' recom
mends that the term be reduced to
years.
?3. Ed Rainey?-Cherokee county,
carnal knowledge of a woman child;
sentenced to be hanged* Upon the
recommendation of the solicitor and
the trial judge ami numerous citizens
of the county, the board recommends
that the sentence be commuted to im
prisonment in the State penitentiary
at hard labor for a term of 1-1 years.
4. Sam Jeter?I nion county, man
slaughter; sentenced to two years at
bard labor in the lienitentiaiy. Up

tor and the trial judge rnd Humorous
