will vote upon the adoption or rejection
of sn amendment to the State Constitu
tion provided in the following Joint Rego

A Joint Resolution Proposing to Amend
Section 7 Article VIII., of the Con
stitution. Relating to Municipal Bond,

Section f. He it resolved by the Gen
eral Assembly of the Stale of South Car
olina That the following amendment to
Section 7, of Article VII I., of the Con
stitution, be agreed to: add at t,jie end
thereof the following words: Provided,
further. That the limitations imposed by
this Section and by Section ft of Article
X.. of this 'onstitution, shall not apply
to the bonded indebtedness incurred by
the City of Bennottsville, where the pro
ceeds of said bonds are applied solely
and exclusively for the purchase, estab
lishment and maintenance of a water
works plant or sewerage pystem and
where the question of incurring such in
debtedness is submitted to the frt-ehi lit
ers and qualified voters of suHi munici

Before the hour fixed for opening the
polls Managers and Clerks must take and
Mihsorihe the Constitutional oath. The
Chairman of the Board of Managers can
pdnrinister the oath to the other mem
bers and to the Clerk ; a Notary Public
must administer the oiwi m cue v^iiair
inan. The Managers elect vheir Chair
man and Clerk.
Poll? at each voting place must be open,
cd at" 7 o'clock a. m and closed at 4
o'clock p. in.. except in the City of
Chsrlerton, where, they shall be opened
at 7 a. m. ami closed at 6 p. m.
The Managers have the power to fill a
vacancy and if none of the managers at
tend, the citizens can appoint from
among the qualified voters, the Managers
who. after being sworn, can conduct the
election.
