Townaend has given out the follow
ing Important opinion as to ihe
churning of tuition fees t)y school
trustees.
In reference to tho right of
school trustees to charge tuition
fees of scholars from outside of the
district, they mny chargc such ('ft

ing from outside the district do no
tinder the direction of the board of
