Son Williams, a Southern Railway
colored ex-swltchman, narrowly es
caped being crushed to death under
the wheels of engine No. 829 In Co
lumbia Tuesday at noon at the union
station. As the engine pulled out
from the shed at a brisk pace Wil
liams, In attempting to blythely hop up
on the pilot In the presence of the
onlookers, caught his coat pocket In
a projecting bolt, causing him to loose
his footing. Suspended by his coat
with his feet bobbing along In front
of the wheels, the lator gradually gain
ing ground as his coat began to give
way under the strain, the fellow was
dragged about 30 feet, when the en
gine was stopped Just In time to save
his life.
Mtb. Susanna Benton, living four
miles from Columbia, Tuesday Insti
tuted claim and delivery proceedings
before Magistrate Moorman of that
city against Constable Osborne for
recovery of her horso and wagon,
which were seized and confiscated In
Hurleyvllle on Saturday with threo
gallons of liquor aboard. Mrs. Benton
claims that she loaued the team out
on Friday and Is In no way respon
sible for the presence of the liquor.
Governor Hoyward has refused to
removo Squire W. O. Hallos of Fort
Mill township against whom a pe
tition was presented Hohao time ago.

dence has long been the assembling

at Augusta and tho adjutant general
ofllco will soon begin to send the rifles

Lightning struck the barn of It. a.
Hudson, a farmer of the I^ongtown
section of Ridgoway county. Satur
day afternoon, killing one mule and
sotting tire to tho barn, which with
200 bushels of corn. 15 Urns of hav.

The loss is at least $750. There was

ami June, 1903, aa compared with the
same months of 190". The figures Riv

Kxhihit "A" aj^awa the expense of
the constabulary for the inoutha men
tioned. Tho expenses for tho two
months of this year arc $2,109.96 more
than a year ago. This has been
brought about, as you are aware, by
the necessity for an increaaed force in
order to better accomplish the ob
jects of the law, and 1 feel confident
that a carcful examination of all the
flguroa will convince your excellency
that tho "ynds have Justified the
means,"

Exhibit "h" Informs you what has
been accomplished In the way of
seUur^s, fronj- which you will note
that the value of seizures made Is
$?28.28 In excess of those for May
and Juno one year ago. In addition
to tho seizures here shown there have
been taken 1,500 gallons 0f beer in
kegs, which has no value, for the rea
son that after this beer has once
been tapped It cannot bo returned to
the breweries or otherwise disposed
of at a money value, but has to be
emptied. While this stuff haa no
money value, yet the sale by "tigers"
is curtailed to that extent. .
Exhibit" UG" will advise you as to
the amount of business done by the
local and State Dispensaries during
May and June of this year and last.
You will note that the actual s&len by
the local Dispensaries In the State
amounted to $70,243.18 more for 1903
than for 1902, while tho Increase In
the sales of the State Dispensary
amounts to $72,048.48. In these
figures Is not included the sales t by
the Beer Dispensers, thirty of wHyfm
there are In the State. I haye ^en
deavored to got the exact amount of
the gross sales of these Dispensers,
and regret to say that very few of
them have responded, but from the
Information I have been able to
gather It will be seen that the salos
of theso few have Increased ' $17,
202.92 over the same months of last
year.
Exhibit "D." In May and Juno, 1902,
thoro were 04 convictions of viola
tors of tho Dispensary law in tho
courts. Fines were imposed to the
amount of $3,400.00. and $770.00 were
pald( while 26 persons went to the
chain gang. In the same two months of
this year thore were 64 convictions.
$5,675.00 In fines Imposed, $1,34.00
collected, 21 persona sent to the chain
gang and a number of case# ap- j
pealed' which are still pending.
It glvos me great pleasure to be
able to repeat, as stated In my flr3t
report, that thoro has been very lit
tle friction In the conduct of this de
partment. Thero has been only one
occurrence of an unpleasant and
nature, which was slight, and steps
have been taken to prevent a re
currence of this affair.
Information before me goes to show
that thero has been a considerable
diminution of the quantity of whiskey
Imported Into this State. In the rural
dlstiTcts we are experiencing le?8
trouble day by day. while lnr tho
cities every possible effort Is being
made to enforce the law. The Increase
in tho Dispensary sales satisfies rno
that our efforts are having their ef
fect.
