While vre do not wish lo he un
justly severe upon our northern
friends, yet it is a (act that many
of them after spending the winter
bete induce many of our heat ser
vants , to return north with
them. Within the past few week?

them leaving their husbands and:
little children. This in working a
considerable hardship upon some!
of our pooplc, and at the samo time
those persons who do this are guilty
of a misdemeanor punishable by
quite a severo fine. The following
-is the law upon this suhjsct:
"Sec. (5o8. No person shall carry
on the business of mi emigrant
agent m this State without havijiu
drat, obtained a license therejflr
from-., .the State Treasurer. The
term ''emigrifrnt agent" as contem
plated in thin section, shall be con
strued to mean any person engaged
in hiring laborers or soliciting emi
grants in this State to be employod
beyond the limits of the same
Any person shall bo entitled to a
license, which shall he good for one
year, upon payment into the State
Treasury for the use of the State of
- live hundred dollars in each county
in which lie operates or solicits emi
grants. Any person d/ing buainesp
of an emigrant agent without lirst
~ having obtained such licrnso shrill
bo deemed guilty of a misdemeanor,
and upon conviction shall ho pun
ished by fine not less than five hun
dred dollars and uot more than live
thousand dollars, or may be im
prisoned In the County Jail not
Jess than four moutlie, or confined
Jn tho State prison, at hard labor,
not exceeding two years for eaeh
and every offense, within tho dis
cretion of tho Court."

what they art) today, the South owes
her best to 4ho survivors of the un
forgotten struggle; and so let us lo
day give ungrudging praise to our
revered veterans, and assure them
over and over again of our undying
gratitude and eternal love before
they too have Joined the vast ma
jority, and wo can pay them only

The National Good Roads Con
vention in session at Chicago jc ,
cently, unanimously endorsed a
proposition pending in Congress to
appropriate $20,000,000 to aid in
good roads building throughout the
country, declaring the present con
ditions were not only a hindrance
.( to inter-State commerce but cost
? the people annually $9000,000.000.
The flgures are certainly, worth con
sideration.
