Spectacles in Germany.
Tho German Emperor nas cntorcil
upon a new phase of his development,
if we are to beliove tho statement
that he was lately seen reading tho
newspapers in a railway train with
tho help of a pince-nez. Nor is this to
be wondered at when we remember tho
lament once made by the kaiser him

at Cassel, remarked that out of a claaa
of twenty "no fower than eighteen of
his follow pupils wore spectacles,
while two of these, with their glasses
on, could not even see the length of
the table." As compared with other
nations, the Germans may be describ
ed as a spectacle-wearing people, and
there can be no doubt that the main
cause of their defective sight is tho
peculiar character of their type, which
is moat trying to the eyes. The pres

: has always protested on patriotic
I grounds against the substitution ol

Two Kinds of Law.
There was a, case in the police court
yesterday where a young man-; was
charged with the theft of som^ boots,
but the parties settled, the aroused

As a statement of law, this may bo
all right, but how does tho principle
work as applied to larger people than
the 50-cent disputants in yesterday's
court? When a bank clerk steals
