The Presi dent has issued a proelotnation of date July 3rd removing discriminating duties upon Cuban vessels entering j United States ports. Under Spanish i rule and also under the military oc cupation such duties Were not im posed upon Cuban vessels, for it has been formally declared to the authori ties that Spain imposed no such duties upon United States vessels. Rut when Cuba became an Independent nation the law was self-acting and tho duties began to run, until such time as the president should receive satis factory assurance that thero-; was no discrimination against United States vessels In Cuban ports.
