The Appropriations.
- # _
Tho work of Contcicss is now clotted,
80 that it 1m possible to sum up the
record which has been made during the
pMt ten months, which constitutes the
first session or the 57th Congress. The
session hah been marked by exceptional
business activity, with many qurstioiM*
of far-roaeblnK general Interest, With
the oxcotftlon of the Cubali reciprocity
bill, moat of tho lajytur subjects of Ken- ,
erul leKlalatloli have been enacted us
laws. Notable among these large meas
ures la tho Isthmian canal bill, which
conaumatea the efforts of a half cen
tury to link together the waters of
the Atlantic and the l^aclllc. Aalde
from 1 1? international Importance thia
bill probably involved a large sum of
money than that covering any other
single undertaking by the (iovernment
Outside of war expenditures. The Phll
Ipplne civil government bill is another
moHsure of far-reaching Importance,
extending to our remote Pacific pos
sesions a system .of Internal civil gov
ernment, with cOlhago, currency, bank
ing, corporation, timber and homestead
lAWs. Among the other important gen
eral laws enacted are those repealing
tho war revenue taxes, extending and
making more effective the Chinese ex
clusion lows, and making a tariff for
goods to and from the Philippines; ex
tending the charter or national banks
for twenty y'ttars, artd making a perniil
neiit census office, restricting the an It
of oleomargarine by placing a high tax
on imitation butter; providing a con
sular and diplomatic service for Cuba,
and establishing an extensive syst/nj
by which Hot Government will aid' in
tho irrigation of arid sections of Ihc
Went.
The repeal of the war revolt uy taxes
reduced taxation nhd it said
to be thn largrnt Blrlgle reduction of
taxation eVel- made in this Country. Ity
thlft step the last of the tjfxen Imposed
at the beginning of our war with H|xrin
was wiped out: The Philippine Tariff
Act imposed 7& per cent of the Dlnglry
tariff rites on articles coming from the
Philippines to the United Staten, and
also Imposed on the articles entering
the Philippine;, from the I'llipd i-f t a tfn
the rates of duties established by the
Philippine commission. The rihomai
tt.irhio Act is the result of several years
or agitation. It placrn a ta* of t < n
cents a pound OU substances colored te
imitate Imtter. The Irrigation Act Is of
hp?vial importanri.' (o the development
of the West. It creates an Irrigation
fund in the treasury department, into
which is to be paid the proceeds of the
tales of public lands In the arid States.
This fund in turn is to he used In stor
ing water and establishing irrigation
system; tin- Irrigated sections to bo
open to homesteaders, who are to bo
.?barged a proportional share of the
rost o ? Improvement. The Chinese ex
clusion law continues exclusion "until
3tlnywlso provided by law" and ala.a
applies t lie exclusion "to llie Inland ter
ritory within the Jurlrsdictlon of the
United States."
Aside from those important laws are
? number of other measures of general
Importance, which have passed one or
both houses, hut liaVe not progressed
to the filial Slage. These include tho
uiiti-annrchy legislation, which grew
out of the assassination of President
McKinley. Hills restricting anarchy and
throwing safeguards about the Presi
dent have passed both branches of
Congress, hut It was Impossible to
reach an agreement In conference, so
that the subject goes over until next
December. A bill giving Statehood to
Arizona. New Mexico and Oklahoma
known as tho omnibus Statehood 1 ? i 1 1 ?
passed the House, and the Senate has
determined to tako up the matter at
the next session.
The ship subsidy bill received atten
tion in the Senate, hut the end of tho
session has come without the mcasuro
being reported to the House. As it
passed the Sonata the bill grants grad
ed Riibsidv to steam and sailing vii.- I
schi of Amerricaii build. In the IPmse !
it has been deeme?' lesiruble to let the !
subject ko over until the short session. !
when it is expected that a bill on the ;
subject will b?? ^reported and presented
to the President,
The bill cr^Uiig an Appalachian
forest, reserve, including a vast tract in
tho Appalachian Mountain section of
the South, bus received favorable at
tention in both houses, but has gone
over lor Una! adjustment of differen
ces until next December. Another bill
passed by the Senate and likely to be
come a law ehanncs the marine health i
service to a national health bureau, j
Olid gives the bureau larger powers an I
facilities for co opera t ? u g with the
State health authorities in ipiarantue |
and health affairsr.
The bill to ?stablish n .'able between '
tho I'uited States. Hawaii and the !
Philippines was retind by defeat in j
t lie House of Representatives.
Several other measures have ad- '
vanced to a rertatn stage and have j
there halt.-d without truth p-csp-rt
fo.' i??: tr.i.r advancement. These in
clude the resolution looking to the
clcetien of lulled Stales Senators by j
rtirrrt vote cf the people, it passed t
the Hovpe by practbally a unanimous !
vote, but in the Senate has received !
little attention. The House passed a
hill relating to immigration laws, cod
ifying and amending the laws and mak
ing some important changes. The bill
defining the meaning of conspiracy in
Injunction cases? passed I Tie House of I
Represent at Ives, but has not ma.lo
much progress in the Senate. On the
other hand the Senate passed an im
portant measure cjiatinu a dcpattnien'.
of commerce to he presided over by a
Cabinet officer, but it has made no
progress in the House, not having brrn
reported from the committic on com
merce. Another bill of Interest to tin
commercial world ht-tUo pure food i
r.*.ear-uyf\ which .u.i('Cd Uy the i
Wire 'ford commission and. after cx- {
tended hearing?, was reported in the
House committee on commerce, hut '
riot passed.
The Flow or l>ill wan probably the
n?o.st important financial measure
which hah brought hrforo Con

It has gone over for consideration
next December and the financial m<*a
lure known as the Hill bill, providing
for the coinage of subsidiary silver
and for the retirement of the present
standard silver dollar, haa pasaed the
?louse, but has not betai acted on In
| tho Senate. Among t1i? other fmpor
! tant meafluroB of general legislation
not heretofore named, which hav?
boon finally enacted Am lawn, are the
following:
To prevent the Bale of firearms,
opium and intoxicating liquors to the
natives of certain of the Pacific Isl
