Spain's Last Hope Vanished.
1 Paiuh, (By Cable.) ^JSpain can no
longer have auy doubt ' regarding the
tfttimate attitude of the ; United States
toward the so-called Cuban debt. The
'American commissioners have declined
to assumo it, or any part of it, by ex
press treaty or Ry compact. They also
declined to accept a cession of sover
eignty to tho United Slates, for iu that
case Spain would claim that such a
cession by its own force would impose
the obligation for that-debt. It is con
fidently believed that in refusing to ac
cept a cession0 of sovereignty, tho
.Amoricau commissioners aro aoting
also upon thoir announcement to the
?world in the intervention resolutions,
disclaiming any intention to exercise
sovereignty or authority o\ or Cuba, ex

tho island to the control of its people
and its peoplo to the assumption of its
obligations.

hardships of a campaign, its lack of
medical and othor supplies and gonor

given up, but would have continued
lighting for a long timo to como. An
other mattor that causes grave consul

temper of tho Spaniards in Cuba, and
? ho fear that the impression which now
