Tho proposition submitted by tho
ambassador, acting for tho Spanish
government waa quite general iu terms
unci was confined to tho ono ossontiul
point of an earnest pica that negotia

miuating tho war and arriving at tornis
of peace. Tho communication of the
Spanish uovernuient did not suggest
any specified terms of peaco, nor was
any roferenco tuido to Cuba, tho Phil

possessions. Tho evident purpose of
tho Madrid authorities was to iirst
learn whother iho United Statos would
treat ou tho subject of peaco, and after
< lint to toko up such terms aa tho two
, parties might suggest.
