Washington dispatches of yester day statu llr.it President MeKin iey 1 1 hs hi* n i nn ultimatum to Spain. That tho vital point ? in the Cuban situation, viz: t n? I ?? - pendence, has Khiftcd itself i rri in Washington to Madrid, whore the Spanish goyernment in now giving grave and earnest consideration to propositions' presented by t lie gov. eminent of the United State*. On the answer to those propositions prohahly depends the future course of tho, relation between Spain and this country It is believed thai it is now hut a question of an ex ceedingly abort time before tin* in evitable crisis must come, 'lhe Spanish ministry will hold a cabi net council after I he propositions have been submitted \o tho quqon regent and n? a result ' of that conference it is expected by tho administration that a delinite nnmr to its proposals will be re ceived. The propositions submit ted by thin country contemplate :i complete and immediate cessation of hostilities in Cuba, the return of the reconeenti adoH to their us ual avocations, and the independ ence of Cuba, this last, feature ',o be secured probably on an indem nity basin by which the island would pay a substantial sum f < t r\i 1 h freedom from Spanish rule. It has been made perfectly clear to Spain that nothing Icms than the cIobo of the win- and the independ ence of the island will sulliee as an adequate settlement. The President Pays that he will know by this (Friday) , evening whether thOro "will be peace or war. As will bo aeon in our local col umn there is a call for a meeting of tho Confederate veterans and al?o ono for a meeting of tin* pons of Con federate vctcranH. These meetings are called to be held at. tho Riimo timo and place? namely id 'he Opeia House on the ICth of April, As Ktated in one of tho calls the,' object will bo social tmd fraternal and wo hope their^ifl i)c a ?>eei ing. Let there be a lull turnout of both tho veterans and their sons. YVe wish to express our thanks to many of our friends f?>r the un stinted praise recently given The Chronicle.
