Special Dispensary Menage.
Gov. Evans has given to the
Legislature his special message
upon the Dispensary. Some
important changes are recom
mended by the Governor lie
suggests that the State Hoard
ot Control which now consists
of the Governor, tin? Secretary
of State and the 'comptroller
General, be increased to five
members, the other two mem
bers to be elected by the Legis- j
- lature and that the. power to
purchase liquor be lodged Sole
ly with the Hoard instead of
the Liquor Commissioner as it
now is.

the Dispensary be paid out of
its Own receipts, on the war
rant of the State Hoard of Con
trol, the receipts to be kept in
the State Treasury as a fund

Tillman's Speech .
No speech in years, in Con
gress or els.'where, has created
such a wide-spread sensation j
and called forth as much com '

notoriety, if not fame, for he
has been talked about and writ
ten about from one end of this!
country to the other, either in!
words of praise or censure, th?*

junior Senator's maiden speech
in the Senate. Some of them'
